Background

 

Since 2011, Jordan has been pursuing a series of important constitutional and legislative reforms that are in line with a policy vision to build effective and accountable democratic institutions, and to establish a more dynamic and inclusive participation by citizens. Through its Democratic Governance/ Inclusive Participation programme, UNDP provided technical support to these efforts, primarily through its Support to the Electoral Cycle in Jordan with the Independent Election Commission (IEC) and related projects, alongside engagement with Parliament, sub-national elected institutions and related areas.

The Adviser/Team Leader should have a clear and comprehensive understanding and strategic vision of the governance challenges and opportunities in Jordan. Her/his vision of development should pragmatically integrate the fundamental orientation of UNDP in democratic governance and social development with other areas of focus such as poverty reduction and environmental and climate change governance.


The incumbent will, under the overall guidance of the Resident Representative and daily coordination with the DRR, function as the principal advisor on democratic governance to UNDP-Jordan and the national counterparts, assume leadership, provide overall direction, financial supervision, and ensure the management of the Inclusive Participation & Institutional Strengthening Pillar.


The Advisor/Team Leader will serve as the focal point for partnership management and resource mobilization as well as development, implementation and management of the UNDP/Jordan programme in the practice area of governance and social cohesion. The practice area covers the following aspects: decentralization and local governance, public administration reform, aid-effectiveness, anti-corruption, service delivery, legislative and justice support, electoral system development, support to civil society focusing on youth and gender. Rule of law and community policing. He/She will be expected to further inform and develop social cohesion and crisis prevention programming, building on prior experience in the field. 

 

Duties and Responsibilities

Programme Development:

  • Contribute to the formulation, development, and implementation of the Governance portfolio of UNDP/Jordan programme, taking into account the operational and political complexities; 
  • Mobilize resources in support of governance programmes, building as much as possible on multi-year results based programmatic frameworks;
  • Ensure that governance issues are systematically addressed in the UNDP strategic planning in a results-based management manner;
  • Supervise, Identify and advise bridging arrangements, execution modalities and exit strategies, if it is required;
  • Ensure that performance monitoring, evaluations and impact assessments are carried out, with direct inputs to further programming;
  • Management and delivery of programme activities;
  • Contribute in his/her specialty to the development of the UN joint programming, particularly in support of the UNSDAF.
  • Follow up on their recommendations.
  • Accompany evaluation exercise for different projects, provide feedback and use the recommendations to inform programming.
  • Aggregate reports are regularly prepared on activities, outputs and outcomes.
  • Review donor reports and ensure timely delivery of the reports.
  • Contribute to the CPD Mid-term review and its Theory of Change and develop an elaborated Theory of Change for the Governance Pillar.
  • Identify linkages with other programme pillars and at least one area of joint programming with each programme pillars
  • Submit a policy paper on one of the governance related issues.

Advisory, Advocacy, and Capacity Development:

  • Advice UNDP/Jordan and counterparts in all matters related to his/her specialty, including the following, but not limited: Identification of specific areas/niches of governance and social development related programmatic interventions; Identification of institutional needs, including those of civil society, for capacity development and Identification of substantive governance issues and policy reforms required;
  • Jointly with the other Advisor/Team Leaders, develop interdisciplinary and inter sectoral policies in all areas related to governance (i.e. CSOs, private sector, environment, etc.) and social development;
  • Strengthen UNDP’s substantive in-house capacity in the area of governance, by providing substantive policy and planning support and organize capacity-development activities;
  • Identify the needs and roles of civil society, and recommend appropriate interventions ensuring synergies between various actors, including the private sector;
  • Support the production of quality knowledge and policy products positioning UNDP as a leader in the local development debate; and
  • Lead UNDP/Jordan as a substantive development actor in relation to governance matters.
  • Provide sound contributions to knowledge networks and communities of practice, in particular contributing to the UNDP’s experience in the area of Governance.
  • Organie trainings for projects staff on governance and social cohesion programming.
  • Contribute to the Country Office Partnership and communication strategy and its Action Plan on inclusive participation and institutional strengthening.

Team and Partnership Management:

  • Ensure optimal management of financial, human resources and assets within the Inclusive Participation & Institutional Strengthening Pillar, including strengthening team dynamics and interaction
  • Determine needs for policy intervention, mobilize technical expertise as required, and advise for strategic programme exercises
  • Ensure the team management based on targets and results indicators and through substantive programme implementation, and monitoring and evaluation
  • Effectively manage the Team, including providing for their learning needs and sharing substantive knowledge with the programme team;
  • Coordinate UNDP’s initiatives on democratic governance with other United Nations agencies, donors and other stakeholders, and develops inter-agency synergies and complementarities;
  • Identify and develop strategic partnership with regard to providers of specialized expertise and co-financiers, and support UNDP in resource mobilization for the implementation of programmes
  • Perform other related tasks as required by the supervisor. 
  • Create and coordinate of partnerships with UN Agencies, IFIs, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc., working on issues related to Governance.
  • Determine programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities.

Required Skills and Experience

Education:

Advanced university degree (Masters or equivalent) in law, public administration, public affairs, Development, international relations, political science or other related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Experience:

  • A minimum of 10 years of progressively responsible experience in the area of democratic governance, including extensive experience in leadership positions and team management (proven track of substantive development policy and management expertise required) as well as understanding of social development principles such as gender equality and youth inclusion;
  • Excellent networking and partnering skills with a demonstrated successful resource mobilization record;
  • Experience in complex political contexts, and prior hands on experience in crisis context is an advantage
  • Experience with resource mobilization and programmatic oversight is required;
  • Possess strong management skills/capabilities;
  • Experience with direct execution is an asset;
  • UNDP experience are an asset.
  • Experience with Governmental entities and/or UN agencies is an asset.

Language Requirements:

  • Excellent knowledge of English both in writing and speaking
  • Excellent Knowledge of Arabic is an asset.
