Background

Partnership for Action on Green Economy (PAGE) is an importantant action-oriented strategic partnership of five UN agencies (UNEP, UNDP, UNIDO, UNITAR and ILO), led by UNEP in India which had joined PAGE in 2018. A Programme Officer-NOB is proposed to be recruited for implementation of PAGE in India. The position reports to all five PAGE agencies. The position is located in the UNEP Country Office, India and at the New Delhi duty station.
 
UN Environment Programme focuses on enabling countries to place environmental sustainability at the heart of policymaking, development planning and project execution.
 
The International Labour Organization assists countries in developing an enabling environment for green job opportunities to flourish and future-proof the workforce.

The UN Development Programme provides expertise and assistance to ensure that policymaking, development planning and project execution is inclusive of the needs of poor and vulnerable communities.

The UN Industrial Development Organization delivers expertise on developing and greening industrial sectors to enable countries to sustainably diversify the drivers of their economies.
 
The UN Institute for Training and Research develops institutional and societal expertise to sustain, grow and implement green economy policies and projects. 
 
The Partnership for Action on Green Economy (PAGE) was launched in 2013 as a response to the call at Rio+20 to support those countries wishing to embark on greener and more inclusive growth trajectories. PAGE responds to paragraph 66 of the Rio+20 outcome document "The Future We Want", which calls upon the UN system to support countries interested in pursuing green economy policies. The partnership supports nations and regions in reframing economic policies and practices around sustainability to advance the 2030 Agenda to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies. Additionally, PAGE offers a comprehensive and coordinated package of technical assistance and capacity building services.
 
PAGE seeks to put sustainability at the heart of economic policies and practices to advance the 2030 Agenda for Sustainable Development and supports nations and regions in reframing economic policies and practices around sustainability to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies. PAGE brings together five UN agencies – UN Environment, International Labour Organization, UN Development Programme, UN Industrial Development Organization, and UN Institute for Training and Research – whose mandates, expertise and networks combined can offer integrated and holistic support to countries on inclusive green economy, ensuring coherence and avoiding duplication. India joined the PAGE partnership in 2018. 
 
The five PAGE agencies have agreed by consensus that UN Environment is the lead agency for implementing PAGE in India. The primary focal agency in India for PAGE is the Ministry of Environment, Forests and Climate Change, which is also the nodal ministry of the Government of India for Sustainable Development Goals 12, 13 and 15. PAGE integrative implementation approach engages with  other ministries in India as appropriate by PAGE agencies over the course of the country programme. 
 

 

Duties and Responsibilities

Summary of Key Functions:

The Programme Officer will be appointed as a National Officer -B and will support PAGE engagement and policy coordination in India, including identification of linkages with important national and international processes, and the country’s efforts to achieve the Sustainable Development Goals (SDGs) and implement the Nationally Determined Contribution (NDCs). The Coordinator will support PAGE activities including those led by the 5 PAGE agencies, counterpart ministries, including the Technical Steering Committee, as well as other line ministries and departments in planning, coordinating and implementing PAGE activities in India and facilitate linkages with relevant national government agencies, policy processes and international development partners, particularly the 5 UN PAGE agencies. 
 

The Programme Officer will be based at the UNEP India Office. Accordingly, reporting to the PAGE UNEP focal point in coordination with PAGE agencies focal points for ILO, UNIDO, UNDP and UNITAR.  The broad duties and responsibilities are enumerated below:
 
• Liaise with Ministry of Environment, Forest and Climate Change (MoEFCC), the nodal ministry for PAGE in India for PAGE related issues such as conduct of the National Steering Committee meetings, approval of annual PAGE workplans and the work-packages contained therein and implementation of the various approved work-streams.
 
• Convene the meeting of the PAGE National Steering Committee (NSC) in collaboration with MoEFCC on a periodical basis. Assist MoEFCC for effective conduct of NSC meeting and in preparation of related documents such as agenda and minutes.
 
• Coordinate the PAGE work in India by regularly interacting with the PAGE UN agencies, nodal and stakeholder ministries, implementing organizations, funding partners and domain experts etc.
 
• Organize, as and when required, inter-agency meetings, stakeholder consultations and meetings with PAGE funding partners.
 
• Organize consultations and knowledge sharing events with social partners and key stakeholders as required by the PAGE agencies implementing the workplan.
 
• Initiate and lead the process of developing annual PAGE workplans in line with the three specific outcome levels and coordinate the process of obtaining its approval.
 
• Communicate with PAGE Agencies focal points to allow for consultation and consensus of decision making for the PAGE implementation in India, including the elaboration of an annual calendar of inter-agency meetings and calling for agenda items.
 
Expected outcomes: 
 
The Coordinator will provide strategic leadership and contribute to the effective implementation of PAGE activities in India by coordinating the delivering of the following agreed outputs as well as additional outputs in support of the overall coordination and effectiveness of PAGE India. All procurement, contractual and administrative tasks needed for the delivery of the outputs will be carried out directly by the PAGE agencies:
 
I. Outcome 1. Ways to include Inclusive Green Economy (IGE) goals and targets in National Development Planning
 
• Draft a 4-year India specific Logical Framework for PAGE India, based on PAGE Theory of Change, annual timeline/work plan for the implementation phase, and the PAGE India Sustainability Strategy in close collaboration with all five PAGE UN agencies, their counterpart ministries and other relevant national stakeholders that are identified and participate over the course of the country programme.
 
• Facilitate the finalization of the PAGE stocktaking study report for India.
 
• Initiate and lead the process of developing annual PAGE workplans with specific objective of incorporating IGE goals and targets in national development planning.
 
II. Outcome 2. Analysis and reform of Sectoral and Thematic Policies
 
• Liaise with various Ministries of the Government of India on issues of “Just Transition, Employment in the Environmental Sector and Green Jobs in India”, specifically related to resource efficiency and circular economy, in coordination and consultation with the ILO PAGE focal point.

• Liaise with different stakeholder Ministries such as Ministry of MSME, Ministry of Finance, Ministry of Labour and Employment, Ministry of Skill Development and Entrepreneurship, NITI Aayog, Ministry of Commerce and Industry and other line Ministries on the various PAGE work packages related to resource efficiency, circular economy, MSME sustainable development, Sustainable Public Procurement and short term and long term response to COVID-19 in various related areas through IGE approaches. 
 
III. Outcome 3. Institutional and Individual Capacity Development
 
• Coordinate with the PAGE NSC, PAGE UN agencies and other relevant stakeholders, ministries and capacity building institutions on the development and implementation of capacity building trainings and planning as identified in PAGE country work plans.
 
IV. Outcome 4. General Coordination of PAGE engagement in India
 
• Organize a high-level conference to mark completion of PAGE inception phase.
 
• Support the organization of various outreach and branding activities related to capturing stories/case studies/best practices examples on green economy.
 
• Prepare (as needed) PAGE presentations, briefs and inputs for selected meetings, workshops and conferences related to green economy, green growth and the broader agenda of sustainable development in India, convened by national and local stakeholders as well as by international organizations, as needed.
 
• Provide (as needed) technical contributions to the terms of reference, selection of consultants for and work plans of other expected PAGE outputs as needed.
 
• Facilitate regular communication (as needed) among relevant key ministries and ministers in consultation with PAGE agencies.
 
• Lead communication with Green Economy Technical Steering Committee (GETSC and the Indian Partners), on behalf of UN partners.
 
• Support partner ministries in preparing and submitting project reports under agreements signed by PAGE partners with the ministries, as needed.
 
• Have regular communication with PAGE Secretariat and other development partners engaged in inclusive green economy and sustainable development, as needed.
 
• Track physical and financial delivery of the activities against the PAGE annual workplan.
 
• Provide the PAGE monthly progress reports and material for PAGE Annual Report
 
• Provide inputs to PAGE communication team about PAGE activities in India for the global PAGE website and national newspapers and websites.
 
• Support PAGE communication and outreach at the national level.
 
• Any other activities to achieve PAGE objectives in India.
 
 
NOTE: At all stages, most of the outputs will require more detailed consultations with national stakeholders and social partners, and with PAGE agencies designated to support the respective outputs. The scope, timing and sequencing of the outputs are therefore subject to change.
 
Here the guidance, technical oversight and quality support by designated officials from the Government of India and the designated officials of UN Environment, ILO, UNIDO, UNDP and UNITARare essential, who may jointly adjust the outputs through common agreement with the Coordinator.

Required Skills and Experience

Education:
 
Master’s in Environmental Sciences, Sustainable Development, Business Management, Economics, or other relevant field of social sciences.
 
Experience:
 
Essential:  2 years of relevant experience in project management and public policy in inclusive green economy and related areas, but not limited to, energy and resource efficiency, circular economy, sustainable finance, green livelihoods, MSME sector etc.
 
Desirable: 8- 9 years work experience, with at least five years in project management and public policy in inclusive green economy related areas such as, but not limited to, energy and resource efficiency, circular economy, sustainable finance, green livelihoods, MSME sector etc. Previous experience of directly working with the government of India and/or UN agencies is highly desirable.
 
Essential: Proficiency in MS Word, Excel, Microsoft, experience in social media skills.
 
Language Requirements:
 
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.
 
Fluency in the local language of the duty station i.e. Hindi is required.
