ORGANIZATIONAL CONTEXT

WFP Jordan is providing general food assistance to around 500,000 Syrian refugees and is planning to include refugees of other nationalities based on vulnerability criteria in its future activities. General food assistance is provided in the form of unrestricted cash and restricted electronic food vouchers, using iris scanning and blockchain technologies. WFP also provides welcome meals to new arrivals in the camps, in transit centers and medical facilities. WFP Jordan is also supporting around 40,000 vulnerable Jordanian families with in-kind food assistance, through its national partner Tkiyet Uhm Ali (TUA).
The GFA coordinator will provide strategic direction and oversee the implementation of the GFA activities to enhance the overall food security of targeted vulnerable populations. The GFA coordinator will closely work with relevant country office units that are supporting the GFA activities, and enhance WFP’s collaboration with other actors, including UNHCR and other UN and NGO partners, related to food security.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of Programme, the GFA coordinator will have the following responsibilities:

• Provide strategic advice on the development of General Food Assistance (GFA) projects, plans, activities (Cash-based Transfer (CBT) and in-kind) and processes, ensuring alignment with wider programme policies and guidance
• Formulate needs for assessments, monitoring and research activities to strengthen the GFA activities and enhance evidence of the outcomes of the GFA activities
• Manage GFA programmes and projects, including but not limited to planning, implementation, monitoring and evaluation, working closely together with other relevant country office units on targeting, beneficiary database management, nutrition, accountability to affected population (AAP), protection and gender aspects
• Contribute to the preparation of accurate and timely reporting on GFA programmes and activities that enable informed decision making and consistency of information presented to
stakeholders
• Liaise with internal and external counterparts including NGOs, UN Agencies, academia and other stakeholder to raise the awareness of WFP’s activities, ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery
• Participate in internal and external meetings as required, including interagency fora, meetings with service providers and cooperating partners

• Facilitate and participate in donors missions to view GFA operations as requested
• Support the identification, development and management of potential partnerships to
collaborative working leading to improved food assistance packages
• Support the capacity building of WFP staff, partners and national government to prepare for
and respond to food assistance needs, e.g. through providing inputs into training materials
• Receive, review and analyse cooperating partners’ implementation/monitoring reports and contribute to periodic evaluations of cooperating partners’ performance
• Provide technical assistance for the capacity strenghthening of national institutions related to general food assistance
• Oversee and review financial reports of all expenditures related to GFA activities and ensure the timely payment to service providers, cooperating partners and retailers
• Undertake visits to project sites and beneficiaries to ensure that progress is made in the achievement of project objectives
• Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Relevant university degree and postgraduate studies in economics, nutrition, health, agriculture, environmental science, social science, international relations or other related field.
Experience: At least 6 years postgraduate professional experience in project management in humanitarian settings.

At least 3 years experience working in food or food security sector
Experience with inter-agency collaboration

Knowledge & Skills: Strong understanding of the programme cycle and all its aspects
Strong communication and negotiation skills, including strong English written and oral communication skills
Ability to work independently, take initiative and think outside the box
Ability to establish effective working relationships with internal and external stakeholder, persons of different national and cultural backgrounds, being patient and tactful.

Languages:Fluency in both oral and written communication in English. Knowledge of Arabic is a plus.
