BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP has successfully positioned itself on a technical advisory role through government capacity strengthening activities in Tunisia and Morocco, launched in 2014, aiming to enhance nationally-owned school feeding programmes.
The purpose of this assignment is to :
- contribute to the development of new and existing partnerships with government and private sector organisations in order to advocate the work of WFP;
- provide technical advice on programme strategy and implementation, raise and mobilise resources to support WFP programmes;
- deliver budget and resource analysis and programming activities, partnering with managers to apply best practice approaches that support the efficient, effective and compliant utilisation of funds.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Deliver activities that maintain and develop government and private sector partnerships in order to maximise resources raised for the programme.
- Contribute to the management of a portfolio of partnerships, soliciting contributions, providing
donor stewardship, and analysing results, in order to maximise resources raised.
- Provide support to the Country Office in delivering its portfolio of programmes to clarify amibiguities and ensure that policy and programme operations are consistent wih WFP policies, Executive Board decisions, and other relevant guidance.
- Support the establishment and maintenance of operational partnerships at country and regional level, and identify opportunities for collaborative approaches and initiatives that improve WFP assistance and support advocacy work, in liaison with UN agencies, private sector and civil society.
- Provide support with aims to strengthening South-South and Triangular cooperation, promoting the sharing of best practices and lessons learned.
- Contribute to advancing WFP's leadership status in different forums on subjects related to food security, nutrition, livelihoods, resilience, engagement in humanitarian, transition and development contexts and other related issues through direct participation, briefings, information products and other materials.
- Provide support to technical units in order to assist them to effectively mobilise donor resources.
- Prepare briefs on resourcing issues for CO Management, participate in the Strategic Programme Review Process (s-PRP) and the Electronic Programme Review Process
(e-PRP), and operate as a resourcing focal point in order to ensure that concerns are adequately
considered.
- Guide more junior staff, acting as a point of referral and supporting them with more complex
analysis and queries.
- Participate and assist in negotiations for contributions and partnership agreements, in line with
internal policies and external regulations, in order to reach advantageous outcomes, such as
more flexibility and predictability.
- Create and review project budget plans and monitor ongoing project performance against
budget, ensuring adherence to guidance and policies, and providing financial analysis and
advice to optimise resources.
- Monitor the resource pipeline to maximise operational effectiveness, following standards and
processes, and providing advice on resource allocations based on severity of pipeline shortfalls
using relevant pipeline tools.
- Collate, analyse and report on internal and external data and produce accurate and timely reporting on donors and programmes, to enable informed decision-making and action planning by senior stakeholders.
- Contribute to Operational Information Management & Performance Reporting activities, and the presentation of standard and consistent operating picture of WFP operations and associated results, including a variety of information products or proposals for internal and external use and communications, such as Country Briefs and the of Tunisia and Morocco 2020 Annual Country Reports (ACRs).
- Contribute to the planning and implementation of monitoring and evaluation activities.
- Proactively contribute to ideas and highlight fundraising opportunities to senior managers for
new strategies to maintain and increase funding from new and traditional donors.
- Prepare and provide regular information to educate new and potential donors on the strategy,
design, relevance and impact of WFP programmes, and to advocate the work of WFP.
- Represent WFP at international meetings at appropriate levels, in such a way that advances
the government partnerships strategy and objectives, and builds support for WFP activities.
- Prepare and provide inputs for briefing documents for senior level management meetings with
donors.
- Maintain effective relationships with representatives of donors through appropriate
channels, and coordinate donor meetings, attending where required.
- Coordinate work with other partnership officers to ensure the flow of information
and other WFP units to align activities and ensure donor visibility and that donor conditions are
met.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond
and deploy needed resources to affected areas at the onset of a crisis.
- Work to raise awareness and knowledge among all and stakeholders of the WFP corporate framework and approach for country capacity strengthening (CCS) and how best to integrate/reflect CCS in on-going activities and plans for future intervention.
- Support CO generation and documentation of evidence by capturing knowledge, best practices and experiences in relation to capacity strengthening.
- Contribute to key Performance Management actions in close collaboration with all units, facilitating the completion of the mid and end of year reviews of the CO’s Annual Performance Plan.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: |
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. |

Resource Mobilisation: Demonstrates the ability to design and manage the full resource mobilisation lifecycle, including negotiating with partners and key stakeholders, providing resourcing advice and briefs to senior managers. Relationship Management: Demonstrates ability to build and sustain effective collaborative relationships with appropriate stakeholders and contacts in area of expertise to raise the profile of WFP, build relationships and further organisational aims. Communication Expertise: Facilitates and contributes to open verbal or written communication with stakeholders as required (i.e. through preparation of targeted written or visual communications materials, presentations, and official documentation) to convey tailored messages. Engages in mutually informative discussion with partners and influencers. |
