The purpose of the CCCM Team Leader (TL)- Camp Management position is to enable a livable environment for vulnerable populations in sites of displacement across Yemen, the Team Leader will prepare and develop status reports as required by management.
Duties and responsibilities

  • Follow-up the assessment, community mobilization, and care and maintenance activities.
  • Establish, strengthen and monitor an effective, transparent, representative site governance system including coordination of camp(s) service provision and other defined activities.
  • Set up and maintain a camp information management system in line with CCCM Cluster guidelines including sex and age disaggregated data collection and transparent, yet appropriate, information sharing with all relevant stakeholders in a manner that upholds the principle of confidentiality.
  • Conduct and Monitor multi-sector needs (MSNM), service provision and the overall condition of a camp including shelter, WASH, environment and cross-cutting services such as prevention and response to sexual and gender-based violence (SGBV), health, psychosocial support according to agree upon guidelines, standards and indicators.
  • Coordinate activities of different actors providing assistance and support effective referral mechanisms within the camp(s).
  • Set up and maintain an overall schedule and plan of activities of CCCM staff and activities in the camp(s).
  • Advise and assist in developing joint site risk management plans to promote the health, safety and environment of the camp(s).
  • Support the technical implementation of site maintenance, covering safe site design or layout, repairs and risk reduction in the camp(s), the upkeep of shelter, WASH, electrical systems, other site facilities and utilities and the general environment.
  • Mobilize, train and equip displaced communities to be self-autonomous in safely maintaining the camp(s) environment ensuring clarification of roles and responsibilities amongst stakeholders.
  • Ensure that all equipment and supplies that are required for technical assistance as part of site risk management plans is maintained and accounted for.
  • Liaise and interact with government authorities, displaced and host communities to ensure social cohesion and create opportunities for local employment using principles of gender equality and do-no-harm.
  • Establish, maintain, and actively utilize networks of key informants at IDP sites
  • Plan mechanisms for timely registration of IDPs, including identification of protection related needs.
  • Maintain a comprehensive database of service and needs related information for each site
  • Provide daily situation reports on IDP movements and other critical information
  • Provide weekly site reports and provide other relevant information on site conditions and services.
  • Provide, document, and track timely referrals and service requests to key partners
  • Apply a participatory approach to identify, analyze and prioritize camp needs.
  • Promote and facilitate accountability towards camp populations through establishment of complaints and feedback mechanisms.
  • Ensure that the displaced are aware of the assistance and services available in the camp and how to access them.
  • Participate in the recruitment of staff and provide on the job training as required; actively participate in capacity building trainings, workshops and seminars organized by NRC.
  • In collaboration with Project Coordinator prepare Procurement Requests and actively participate in developing work plans.
  • Ensure that gender and protection mainstreaming are carried out at the field level by all staff
  • Foster collaborative relationships with local authorities to facilitate implementation of activities.
  • Arrange regular and ad hoc coordination meetings with key stakeholders Perform any other duties assigned by the CCCM/Shelter Coordinator in order to advance NRC's interventions.
Qualifications

  • University Degree in civil engineering, social studies, architecture, urban planning, or engineering or related field. 
  • Minimum 3 years’ experience from working in a humanitarian/recovery context. 
  • Previous experience from working in complex and volatile contexts.
  • Experience in coordination with government authorities, clusters, national NGOs, international NGOs and UN.
  •  Results-oriented attitude, with the ability to establish and supervise technical lines, promote communication, knowledge sharing and culture of learning, manage multiple work streams while ensuring quality. 
  • Ability to rapidly understand the policy, strategic and institutional environment. 
  • Understanding and experience of project monitoring, evaluation and reporting, with the ability to design effective M&E tools. 
  • Commitment to participatory and inclusive methods of working.
Personal qualities
  • Fluency in English, both written and oral. 
  • Excellent communication skills and ability to deliver lively training in English/Arabic. 
  • Sound interpersonal, verbal and written communication skills, with in particular the ability to write concise, accurate reports in easily-understood language.
  • Political and cultural awareness.
