Background

This National Policy on the Development of Orang Asli (Pelan Pembangunan Nasional Orang Asli 2030) for Orang Asli in Peninsular Malaysia, will set out the government policies related to Orang Asli in the seven (7) focus areas of land, education, health, infrastructure, economics, leadership and culture. This national policy will summarize specific analysis needed, new policy  strategies and the shared action plan for addressing Orang Asli concerns and issues from 2021 towards 2030.

 

Orang Asli resides in Peninsular Malaysia and makes up 1% of  the national population.  With the government’s new policy agenda on shared prosperity vision,  that aspires to leave no one behind, there is a need to re-visit current policies on the development of the Orang Asli. The proposed plan aims to end extreme poverty, and address deprivations and vulnerabilities among the Orang Asli communities towards an improved standard of well-being.

This consultancy aims to review and develop policies for the Orang Asli communities in the areas of land, education, health, infrastructure, economics, leadership and culture.

 

OBJECTIVES OF THE CONSULTANCY

The main objectives of this consultancy is to prepare a chapter (Education) in the National Policy on the Development of Orang Asli in Peninsular Malaysia 2030 (Pelan Pembangunan Nasional Orang Asli 2030).

  • Each chapter should be prepared with recommendations for the formulation of action plan and roadmap for Orang Asli development in the medium (2021-2025) and long-term (2026 – 2030) implementation, specifically in the context of Education of the Orang Asli.

Duties and Responsibilities

The consultant is expected to work closely with a team of Orang Asli subject matter experts assembled for this project (hereafter, collectively referred as Project Team), together with JAKOA’s Technical Working Committee (TWC) (Jawatankuasa Pelaksanaan Pelan Pembangunan Nasional Orang Asli (JPPPNOA)) for this project.

The Project Team is expected to work closely to:

  • Provide inputs to the Project Officer in preparation of a comprehensive multistakeholder engagement and communication plan.
  • Design and facilitate stakeholder engagements approaches to meet the objectives as planned in the stakeholder engagement plan.
  • Prepare rapporteur reports for every stakeholder engagement session conducted to ensure that the consultation process, inputs, perspectives and blindspots are captured for developing the policy documents as required of this project.
  • Design the reporting framework for the policy document.
  • Reference regional and international best practice and conventions, such as the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP).
  • Provide technical assistance and resource support to Project Team for matters related to the consultations by participating in meetings and discussions on the subject matter.
  • Organise and participate in the monthly Project Team progress meetings, or as frequently as necessary.

 

Specifically for the preparation of the chapter (Education) for the National Policy, the Consultant is expected to:

  • Undertake scenario mapping based also through desktop and document review of past and present policies, laws and regulations, studies, and research about Orang Asli concerns, well-being and development opportunities.
  • Analyse Education issues and recommendations raised through the 136 resolutions raised as an outcome of the National Orang Asli Convention 2019, including other relevant research by SUHAKAM, NGOs, academic institutions and think tanks.
  • Analyze different policy options separately or as part of an integrated framework within the policy document.
  • Link with the Sustainable Development Goals and Wawasan Kemakmuran Bersama 2030.
  • Consult closely with JAKOA to recommend feasible and realistic action plans and roadmap for Orang Asli development agenda, taking into consideration SWOT (strength, weaknesses, opportunity, treats) analysis for JAKOA.
  • Review current data and conduct gap analysis on Education strategies.
  • Strategic plan should also describe monitoring and evaluation mechanisms.

Note: The policy recommendations should take into consideration the impact of COVID-19 on the OA community and the new normal that might apply.

 

DURATION

The consultancy will be up to 6 months, beginning from 1 September 2020 to 28 February 2021. However, the contract is not expected to be a full time contract and payment will be made according to the deliverables achieved.

 

EXPECTED OUTPUTS

 

The consultant and Project Team is expected to produce a chapter (Education) in the National Policy on the Development of Orang Asli in Peninsular Malaysia 2030. The chapter should consider recommendations for the formulation of action plan and roadmap for Orang Asli development, by JAKOA over the medium (2021-2025) and long-term (2026 – 2030).

 

DELIVERABLES AND TIMELINE

The consultant will be responsible for the delivery, content, as well as technical quality and accuracy of deliverables. All deliverables shall be submitted to UNDP Malaysia and the Jawatankuasa Induk Pelan Pembangunan Nasional Orang Asli (JIPPNOA) JAKOA.

The fee is payable upon satisfactory completion and acceptance of the deliverables by JAKOA and UNDP Malaysia. Required Skills and Experience

The consultant should have the following expertise and experience:

 

Professional Experience

  • Minimum 5 years experience in policy development or economic research projects of Orang Asli in Peninsular Malaysia
  • Experienced in engagement program with the Orang Asli in Peninsular Malaysia;
  • Knowledgeable in developing a policy for the development of the Orang Asli in Peninsular  Malaysia or for other region will be a major advantage.
  • Prior working experience on Orang Asli issues in other areas of land rights, education, health, infrastucture, leaderships and culture will be an added advantage.
  • Experience in working with Government partners and other stakeholders in Public Sector development programmes will be an added advantage.

 

Education Requirement

Master Degree in Anthropology, Land Laws, Land Resources Management,Land Administration Environmental Management, Economics, Health, Engineering, Public Policy, Development  Science or other related fields.

 

Language Requirement

Proficient in English and Bahasa Malaysia. Proficiency in any of the Malaysian Orang Asli dialect (sub-etnic) will be an added advantage.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
