Background
 
The Norwegian Refugee Council is an international, independent,humanitarian, nongovernmental organization that provides assistance to refugees’ and internally displaced people in many countries worldwide including Libya. As a part of its assistance, in Libya, NRC provides information, counselling and legal assistance (ICLA) services; distribution of non-food items; shelter rehabilitation; cash assistance and education services. NRC beneficiaries include internally displaced people and members of host community. 
Duties and responsibilities

Role Specific/Purpose:

 The purpose of the Rapid Needs Assessment Technical Assistant is to support and contribute to the conduct of rapid needs assessments in the east of Libya.

Key Job Tasks and Responsibilities:
 
- Monitor the context, and triggers for the deployment of the Rapid Needs Assessment Team;
- Support in the development of a plan for each Rapid Needs Assessment and contribute to the go/no-go process prior to deployment of the team;
- Provide support for the Team Leader when the Rapid Needs Assessment team is deployed for data collection;
- Liaise with local authorities, security actors, community stakeholders and internal NRC stakeholders to facilitate access and approvals for the conduct of data collection;
- Coordinate and support in data analysis and produce a report for dissemination amongst broader humanitarian community;
- Advocacy and follow up to ensure response to the needs identified;
- Liaise with RNA team members from other core competencies and support the Team Leader in building technical capacity of staff;
- Represent NRC in relevant forums/Clusters, including in meetings with national authorities;
- Compliance and adherence to NRC policies, guidance and procedures
 
- Monitor the humanitarian situation and ensure that there is a context and conflict analysis of the situation
- Liaise with relevant stakeholders to ensure there is a constant information flow about potential new displacements
- Provide support with the setup of information management structures for data collection, reporting and M&E
- Provide support with the development and implementation of Rapid Needs Assessments.
- Provide all administrative, logistical and other support to the Rapid Needs Assessment Team Leader

Ideal Candidate Profile:
 
We are looking for a qualified candidate with a minimum of two
years of experience with humanitarian response organizations in Libya. Experience liaising with community and local authorities. Knowledge about own leadership skills/profile, conflict dynamics and displacement context in Libya . Good command of English and Arabic, both written and verbal is required.
