ABOUT WFP

WFP Burkina Faso is in the process of scaling up cash-based food assistance programmes to vulnerable communities in Burkina Faso. In order to achieve this, WFP plans to increase the use of innovative approaches, transfer modalities and technologies to support these programmes in Burkina Faso. WFP therefore seeks in-house capacity to ensure that beneficiary registration and transfer management activies are thorough, effective and efficient; existing business critical systems are supported, scalable and well-adapted to WFP’s evolving needs.

In line with the country office objectives, WFP Burkina Faso requires an Business Transformation Officer (SCOPE/CBT) to coordinate and support the implementation of technologies and proceses to support cash-based activities.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in Computer Science, Management information systems or other relevant field; or First University degree with additional years of related work experience or trainings/courses in Information Systems.

Language:  Proficiency (read/ write/ speak) in English and fluency in French.

ORGANIZATIONAL CONTEXT

This job is found in Country Offices (COs),  Job holders report to the Division/Regional/Country Director or the designate, and work under the functional supervision of the Director, Information Technology (IT).
Job holders operate with minimal supervision across several business areas maintaining contacts with business counterparts to bring business needs into IT. They are heavily involved in day–to-day activities and analytical work. Job holders provide advice on business needs using their technical knowledge and experience. They may provide guidance to more junior staff.

JOB PURPOSE

Seamless coordination of IT-specific activities in SCOPE/CBT by ensuring close-knit liaison with key stakeholders i.e. WFP, Cooperating Partners and Financial Service Providers.

Organised, accurate and well documented results with well analysed data and addresses unforeseen situations seeking advice and guidance as necessary. 

Effective use and compliance with WFP corporate guidelines on IT and Cash and Vouchers on cash-based activities e.g. procurements, IT servicedesk etc. 

KEY ACCOUNTABILITIES (not all-inclusive)
  • Support the budgeting, planning and deployment of IT and Telecommunications systems to support cash-based transfers, in accordance with WFP corporate standards;
  • Assist and advice in the development of Programme operational plans and deliver resource requirements to facilitate achievement of overall CBT programme objectives;
  • Actively participate in the planning, design and implementation of IT-related activities in cash-based food assistance programmes;
  • Maintain integrity of data in systems and databases  
  • Provide data and documentation to support the procurement of ICT/SCOPE equipment and services in line with WFP rules and regulations;
  • Play an active role in beneficiary registration activities such as systems configuration, on-site support, data storage and synchronisation as well as beneficiary services;
  • Support in the facilitation and training of benefecairy registration, SCOPE administration
  • Collate data and contribute to the preparation of accurate reports on SCOPE/CBT investments and costs, providing information to inform decision-making by stakeholders;
  • Respond to queries from users, understanding and resolving issues, providing advice and ensuring SCOPE/CBT policies, procedures, systems and tools are correctly applied to support them;
  • Guide junior staff, acting as a point of referral and supporting them with analysis and queries;
  • Manage the en-to-end SCOPE beneficiary registration, project/intervention setup, cards printing and support POS operations.
  • Establish and manage the Beneficiary Service Desk to ensure calls from beneficiaries are attended to and organise the beneficiaries’ complain, feedback, incidents and inquiries in a form of report to management.

OTHER SPECIFIC JOB REQUIREMENTS

Support data collection exercises related to beneficiary registration, enrolment, cash transfers and distribution monitoring;

Support beneficiary registration guidance and activities, in-line with national legislation and global standards, for capture, use and protection of data;

Develop business requirements and other system documentation to support development of bespoke applications in the country office;

Ability to review data, identify and adjust data discrepancies;

Ensure quality data capture into corporate systems that meets desired outputs;

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

At least three (03) years of progressive post-degree experience in an ICT related field a such as hardware and software support, WAN/LAN, business/ systems analysis.

Experience in client support, such as, a Service Desk and User Support Unit.

Experience in SCOPE operations is a key requirement.

Proficiency in Microsoft Office in particular MS Word, MS Excel and MS Access.

Possession of a combination of business and technical (IT) including - general management skills and document preparation.

Proficiency (read/ write/ speak) in English and in French.
