At WFP, we are looking for a talented Senior Data Analyst in Food Security, or a Vulnerability Analysis and Mapping Officer, hired at the P-4 level in Niamey, Niger.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of Programme (HoP) , the candidate will be responsible for the overall supervision and guidance of the Niger CO VAM and M&E unit. He/she will be accountable for the following:

1. Provide technical advice and support WFP and its partners on matters pertaining to food security and nutrition strategies, policies, programmes, and facilitate the timely and productive use of related outputs, outcomes in a manner that complies with WFP standards and processes.
2. Contribute to the development of systems and tools for the monitoring and assessment of food assistance needs as well as M&E in line with innovative methodologies and best practice.
3. Manage and lead the VAM and M&E team and be responsible for complex and timely food security, nutrition, markets and resilience analysis including impact evaluation and beneficiaries’ graduation monitoring system and prepare timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.
4.  Conduct timely and quality M&E activities, including DM (Distribution Monitoring),  CFM (Coorporate Feedback Mechanism to the beneficiaries), PDM (Post Distribution Monitoring), EFSA (Emergency Food Security Assessments), MSA (Multisectorial Assements), In-depth food security and nutrition analysis, Nutrition SMART assessments, Integrated Phase Classification (IPC) analysis including IPC chronic analysis  and other outcome assessments.
5. Promote innovative approaches for timely data collection, analysis, data visualization, reporting and information sharing.
6. Ensure good coordination and support to the Government’s Early Warning System (SAP) as well as with CILSS, AGRYMET, SIMA, i3N, NGO’s and other government in order to support the timely Cadre Harmonise analysis, Outcome analysis; Household Economic Approach; Chronic food security analysis among others.
7. Keep up to date with and advise on food assistance developments and issues and the potential impact upon WFP activity to enable timely and appropriate programme evolution and intervention.
8. Contribute to the development of programme activities (smallholder local purchases; CBT; etc.), providing technical analysis, interpretation and recommendations to facilitate food assistance needs to be met effectively.
9. Provide coaching and guidance to VAM and M&E staff as required to ensure appropriate development and enable high performance.
10. Support EPRP activities and climate change monitoring liaise with innovation & capacity development unit.
11. Support the monitoring and evaluation of WFP activities, providing technical analysis, interpretation and information as required to support the assessment of activity impact.
12. Represent WFP during meetings with partners to contribute to technical discussions, exchange of knowledge and experience, and seek for appropriate interventions (based on an evidence base), and areas for potential collaboration.
13. Build capacity of WFP staff, partners and national government to conduct analysis on food security, nutrition, markets, resilience, and related topics to effectively inform policies and programmes.
14. Provide support to relevant partners that are focusing on food security and nutrition to enable sharing of experience, lessons learned and best practice.
15. Take over the co-leadership of the Food Security Cluster at a national level and support the regional food security thematic groups to effectively coordinate activities on the ground at the highest standards; lead operational partnerships, including inter-agency joint field assessments and foster constructive partnerships with food security actors in the country and in the region.
16. Represent WFP during meetings with partners to contribute to technical discussions, exchange.
17. of knowledge and experience, advocate for appropriate interventions (based on an evidence base), and identify areas for potential further collaboration; contribute to WFP’s strategic positioning in resilience, nexus and adaptative social protection and strengthen partnership with the government, the World Bank, UNICEF and other partners.
18. Build capacity of WFP staff, partners and national government to conduct food security, nutrition, markets and resilience analysis to effectively inform preparedness and response activities.
19. Provide leadership and support to relevant partners that are focusing on food security and Nutrition, market (active participation to the internal and external cash working group) to enable sharing of experience, lessons learned and best practice.
20. Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
21. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
22. Other as required.

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE:

Education: Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related fields, or First University degree with additional years of related work experience and/or training/courses.

Language: Fluency (level C) in  French and English language.

Experience: Minimum of 8 years of postgraduate progressively responsible professional experience in food security, vulnerability analysis, or a closely related area, such as food security information management systems.

Knowledge & Skills:

• Experience in monitoring and evaluation with a background and interest in the analysis of socioeconomic issues and related policy matters;
• Solid experience in statistical analysis and mapping software like SPSS, STATA, R;
• Familiarity with quantitative and qualitative survey techniques;
• Experience in early warning and remote sensing and familiarity with the speciality software applications associated with them;
• Experience in the design and implementation of food assistance programmes;
• Experience in developing a high-performing team and managed vulnerability analysis exercises including emergency assessments at country level;
• Good knowledge of country and cultural context in assessing food availability, access and utilization, and exposure to risks;
• Solid experience in establishing food security and vulnerability monitoring systems;
• Solid experience in leading surveys, multiple assessments in countries, including the design, data collection and analysis;
• Experience building strategic partnerships in M&E with multiple stakeholders, including governments, multilateral, bilateral and academia;
• General knowledge of UN system policies, rules, regulations and procedures governing administration is highly desirable;
• Excellent written and communication skills;
• Excellent interpersonal skills to collaborate, influence and negotiate with various stakeholders and subject matter experts as well as to work effectively in teams;
• Ability to organize and effectively plan activities under tight deadlines.
