Livelihood and Food Security Officer (Internal - National Position ) - Sana'a

The purpose of the officer position is day-to-day implementation of the LFS Project in Sana’a Area. The post holder will ensure all activities implemented in timely manner and with high quality.

Duties and responsibilities

Generic responsibilities:
Be overall responsible person for overseeing distribution of food assistance in assigned distribution points.
‎Oversee field monitoring teams in assigned distribution points.
‎Ensure that adequate records of all commodity transactions are maintained at all levels of ‎operation (including but not be limited to receipt, storage, dispatch and distribution). 
‎Ensure required documentation is correctly filled out and submitted to the Senior Area Officer.
‎Manage data entry and analysis as required.
Assist in the formulation of the plan of action, review achievements and constraints and ‎provide feedback accordingly.
‎In liaison with the logistic department s/he will oversee logistical planning for upcoming field distributions.
‎Ensure food distribution teams compliance with all NRC administrative and operational procedures and policies, as well as ‎WFP regulations.
‎Maintain good working relationship with all stakeholders in the respective geographic areas. 
‎Identify training needs of food distribution Monitors, distributors and Food Assistance Management Committees and organize/facilitate training events as needed
‎Ensure that the distribution security plan is adhered to in all operations, including staff ‎movements, etc.
‎Actively monitor and report to the Senior Area Officer on the on-going security environment within the ‎operational area.
Perform any other related duties as required. 

Specific responsibilities:
Supervise the implementation of all LFS activities with the technical support of the LFS Manager.
Develop timely and detailed monthly implementation plan of LFS activities in close coordination with the LFS teams and support departments. Review achievements and constraints in a weekly basis; and ‎provide feedback accordingly.
In charge of the day to day guidance of the LFS field staff making sure that the project implementations are in line with NRC technical guideline and donor regulations and are done on time with quality.
Follow up on a daily basis with the support department (finance, logistics, HR and administration) to guarantee the smooth running of LFS activities that include movement planning, internal request, payments, HR, etc.
Ensure that the security plan and procedure is adhered to in all operations, including staff ‎movements, etc.
Consolidate weekly and monthly activity progress reports.
Follow up all NRC LFS activities implemented in all the targeted districts in Sana’a area.
Identify training needs of LFS teams, community committees and all the service providers and casual enumerators, volunteers and organize/facilitate training events as needed.
Assist with the training of the LFS field teams to ensure they have a solid understanding of the project technical design, implementation approaches, NRC & donor’s policies and tools, including M&E tools. 
Lead on stakeholder sensitization and maintain good working relationship with all stakeholders in the respective geographic areas.
Ensure adequate and safe records of all project deliveries which should be requested as harmonized to the registered beneficiaries including but not be limited to beneficiary database, receipt, Food voucher, and distributions.

Qualifications
Bachelor degree preferably in agriculture, agro-economy, economy, nutrition, social sciences, development studies or other relevant discipline.
Minimum of 3 years’ relevant working experience with at least 2 years with a humanitarian program in a similar position.  Experience in supervising food distribution teams, preferably of working with WFP food programs.
Proven experience from working as a Project Officer in a humanitarian/emergency context
Previous experience from working in complex and volatile contexts.
Documented results related to the position’s responsibilities.
Some knowledge of English.
