Background

Despite the landmark passage of the Indigenous Peoples’ Rights Act (IPRA), many Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) continue to experience poverty, marginalization, and limited access to basic services and decision-making spaces. Women and girls remain disproportionately excluded due to entrenched sociocultural and institutional barriers that limit their leadership, control over and resources, and access to finance, training, digital tools, and economic opportunities. I-LEAD seeks to address these challenges by ‘affirming and strengthening the rights and leadership capacities of at least 1,600 indigenous women and girls across four ancestral domains of Regions XI and XII in Mindanao by 2030, through improved access to information, decision-making spaces, economic opportunities, and leadership roles within their ancestral domains’.

I-LEAD's Theory of Change posits that ‘if indigenous women and girls are equipped with the capacities, skills, and platforms to understand, assert, and exercise their rights, and if ancestral domain governance structures, national and local duty-bearers, and development partners adopt gender-responsive—inclusive-- and rights-based service delivery models, then indigenous women and girls will be positioned to meaningfully participate in governance and decision-making, access improved services, and engage in economic activities aligned with their cultural values and environmental realities’.

With support from the Government and in partnership with the National Commission on Indigenous Peoples (NCIP), the Project will be implemented through three interlinked components:

  1. Strengthening Ancestral Domain Governance with Human Rights and Gender Perspectives;
  2. Promoting Gender-Equitable and Culturally Appropriate Economic Empowerment; and
  3. Enhancing the Capacity of the NCIP and other Stakeholders on Human Rights-Based, Gender Responsive, and Culturally Appropriate Policy Development and Knowledge Management.

Together, these components will deliver nine (9) key outputs that contribute to three long-term outcomes: (i) Resilient, Responsive, and Relevant indigenous women and girls, and ICCs/IPs; (ii) Economically empowered indigenous women and girls; and (iii) Improved access to basic services by indigenous women and girls. Collectively, these advance the project’s overarching goal: ‘ICCs/IPs in the Philippines are economically empowered and resilient, enjoying decent and sustainable livelihoods that support their cultural integrity and enhanced intergenerational well-being’. Implemented over four years (2026–2030), I-LEAD adopts an integrated, rights-based, gender-transformative, and systems-strengthening approach, convening ICCs/IPs, local government units, national government agencies, and civil society to co-create solutions anchored in indigenous rights, cultural identity, human rights, and gender equality. The project emphasizes evidence-based planning, participatory decision-making, capacity development, digital connection, and scalable women and youth-led enterprise models to advance inclusive development.

Duties and Responsibilities

The Communications and Knowledge Management Analyst will work under the immediate supervision of and directly report to the I-LEAD Project Manager. S/he will work closely with the Project Management Unit, the Climate Action Programme Team, the National Commission on Indigenous Peoples and the Government.

Under the supervision of the I-LEAD Project Manager, the Communications and Knowledge Management Analyst will ensure effective communication and knowledge management for the Project by developing strategies, systems, and tools that enhance information sharing, branding, and stakeholder engagement. S/he will lead the development and implementation of the Communication and Knowledge Management Plan (CKMP) and work closely with the project team and UNDP Country Office teams to fulfill all communication and knowledge management requirements of the Project, in line with UNDP policies and standards, and consistent with the branding and communication protocols of NZ MFAT and NCIP. S/he will support NCIP’s KM system, administer content management, and develop visually optimized communication materials for online platforms.

Specific Functions:

A. Communication, Knowledge Management, and Advocacy:

  • Lead the development, enhancement, and implementation of the Communication and Knowledge Management Plan (CKMP) for I-LEAD, including periodic reviews and updates based on needs assessments;
  • Develop I-LEAD’s Brand Manual (logo, branding guidelines, templates, briefer, visual assets) in coordination with partners and stakeholders;
  • Lead the development of high quality written and audio-visual communication materials (press releases, articles, infographics, videos, and presentations) for awareness campaigns and showcasing project achievements and impacts, tailored to target audiences;
  • Organize media events such as press conferences, briefing sessions, and interviews to promote I-LEAD activities and results;
  • Create and maintain a repository of communication materials and knowledge products;
  • Optimize content for online platforms and design graphics for visually appealing web pages;
  • Develop and implement I-LEAD’s social media strategy to enhance visibility and engagement with ICCs/IPs, NCIP, and partners;
  • Leverage donor and partner knowledge platforms to expand outreach of project reports and knowledge products, recommend innovative web-based tools and technologies to improve public access and engagement in I-LEAD activities;
  • Write and edit speeches and public statements for project staff and senior management.

B. Planning, Monitoring and Evaluation:

  • Integrate communication and knowledge management indicators into project monitoring frameworks;
  • Prepare TORs for consultants, contractors and partners to support CKMP implementation; review outputs for quality and compliance;
  • Document lessons learned, success stories, and best practices for inclusion in project reports and evaluations;
  • Ensure timely availability of communication and KM data to support evidence-based decision-making;
  • Contribute to periodic progress reports and knowledge products for adaptive planning and strategy refinement;
  • Attend meetings and coordinate with the Climate Action Programme Team for administrative and financial oversight.

C. Stakeholder Engagement:

  • Provide technical support to NCIP for the enhancement and implementation of its Knowledge Management system, ensuring inclusivity and cultural sensitivity;
  • Build capacity of NCIP and decentralized teams on content management and KM tools;
  • Support crisis communications and assist the UNDP CO communications team with responses to I-LEAD related media inquiries;
  • Facilitate consultations and ecosystem mapping to strengthen stakeholder engagement and adjust strategies as needed.

Required Skills and Experience

Education:

  • Advanced university degree (master's degree or equivalent) in development communication, journalism, communications, knowledge management, or other related fields; OR
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of the master’s degree.

Experience:

  • Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national and/or international level in communication, media relations, advocacy, and knowledge management within program or project design and implementation

Desired skills and competencies:

  • Demonstrated expertise in developing and implementing communication and knowledge management plans and strategies, including creation of diverse communication materials (written, visual, and multimedia);
  • Strong ability to transform complex technical information into accessible formats for different audiences;
  • Proven experience in press and media coordination, social media strategy development and management, and digital content optimization for online platforms;
  • Proven ability to design visually appealing communication materials and graphics for online platforms;
  • Familiarity with knowledge management systems, content repositories, and web-based tools for information sharing and stakeholder engagement.
  • Preference will be given to candidates with experience in both project development and implementation.
  • Extensive experience applying international norms and standards on Gender Equality and Women Empowerment in development projects;
  • Experience working with indigenous communities and familiarity with issues related to cultural preservation, land rights and sustainable development;
  • Prior experience working with the UN or other international organizations, national government agencies, and civil society organizations.

Required Languages:

  • Fluency (both in oral and written) English and Filipino is required; Proficiency in Visayan is an advantage.
