Background

This position is located in the Programme Office in Kazakhstan (POKAZ), Nur-Sultan, under the Regional Office for Central Asia (ROCA), Tashkent, Uzbekistan, United Nations Office on Drugs and Crime (UNODC). The incumbent will work in close collaboration with ROCA, the Justice Section (JS) and the Terrorism Prevention Branch (TPB) at UNODC Headquarters Vienna.

The incumbent will be responsible for providing substantive support to the coordinate and implement activities within the framework of Sub-Program 2 “Criminal Justice, Crime Prevention and Integrity” of the UNODC Program for Central Asia (herein after “ROCA Program”) aimed at strengthening the rule of law through prevention of crime and promotion of effective, fair, humane and accountable criminal justice systems in line with UN standards and norms. The incumbent will specifically focus on the execution of UNODC’s technical assistance in the area of terrorism prevention in the Central Asia region as implemented under the ROCA Program.  

The incumbent will report to the Crime Prevention and Criminal justice Officer (P3) in the Programme Office in Nur-Sultan on programme implementation related issues and will report to the Head of UNODC Programme Office in Kazakhstan on office management and administration related issues.

 

Duties and Responsibilities

Within assigned authority, the National Programme Officer (NPO) will be responsible for the following specific duties:

  1. Provide programme support and technical guidance to achieve outcomes and outputs of Sub-Programme 2 aimed at strengthening the rule of law through prevention of crime and promotion of effective, fair, humane and accountable criminal justice systems in line with UN standards and norms;
  2. Together with the UNODC Regional Office in Central Asia, contribute to the development of funding proposals and progress reports to donor organizations, monitoring, evaluation and lessons learned reports and other relevant Programme-related documents, including advice and guidance to substantive correspondence for a) resource mobilization, b) partnership building, c) reporting; as well as ccoordinate thematic activities with UNODC regional and global programmes;
  3. Support in strengthening national and regional frameworks for preventing and countering violent extremism (P/CVE) and countering terrorism (CT) within UNODC regional initiatives in this field. including support exchange of knowledge and best practices in P/CVE & CT in the region and promote the whole-of-society approach in PVE and CT; Act as a resource person on P/CVE and CT theoretical and practical training courses when required;
  4. Undertake regular monitoring activities, to ensure regular and effective on-site and off-site monitoring of progress towards and achievement of key performance indicators and the intended outputs to ensure that the adopted processes/activities  lead to quality and timely results;
  5. Draft progress reports and inputs on program implementation, prepare relevant documentation including background information, briefing notes, presentations, as well as provide inputs for project proposals as required and conduct desk research;
  6. Provide guidance and orientation of efforts and contributions of consultants, personnel and government counterparts towards achievement of ROCA Programme objectives as well as ensure alignment of procurement of goods and services to initiate activities, including drafting TORs and work specifications with UNDP rules and procedures;
  7. Support in ensuring close coordination amongst co-implementing and associated partners in the course of project implementation, and in maintaining transparent contacts with key stakeholders and donors, including by attending policy-making and technical meetings, as required.
  8. Ensure effective liaison with government stakeholders and counterparts (national government agencies, civil society organizations, research institutes, donor community, etc.);
  9. Ensure the alignment of Sub-Programme activities with the nationalization of SDGs and the UN Sustainable Development and Cooperation Framework in the countries and participate in working groups as appropriate;
  10. Contribute to the development of the gender mainstreaming strategy and ensure the mainstreaming of gender and human rights into all UNODC activities;
  11. Perform other duties that may be required by UNODC senior management.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in law, political or social science, criminology, international relations, or public administration is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Eight years of relevant professional experience in programme/project development, implementation, coordination, monitoring and evaluation, donor reporting and capacity building.
  • Experience in the field of crime prevention and criminal justice and / or terrorism prevention is a strong asset.
  • Experience in drafting, editing and producing written proposals and results-focused reports is an advantage.
  • Experience coordinating and liaising government agencies, civil society, international organizations and/or donors is an asset.
  • Knowledge of spreadsheet and database packages; experience in handling web-based management systems are desirable.
  • Proficiency in Excel, Word, PowerPoint.

Language requirements:

  • Excellent written and oral English and Russian language skills are required. Fluency in Kazakh is highly desirable.
