WFP Sudan

 

 

WFP is one of the main humanitarian and development actors in Sudan. WFP Sudan started implementing a 5-year Country Strategy (CSP) in 2019.  Under this Plan, WFP is providing humanitarian assistance to those in need and promoting a gradual shift in programme focus from a ‘life saving’ to ‘life saving and changing’ approach. Under this CSP, WFP Sudan is focusing on: i) responding to emergencies, both new and protracted;  ii)  addressing malnutrition and its root causes through an integrated package of nutrition-specific and nutrition-sensitive interventions including nutrition-centred meals in schools; iii) building the resilience of food insecure households and strengthening food systems, while working closely with national actors on capacity strengthening; and iv) strengthen systems and structures in the provision of humanitarian and development common services.

 

The most recent Sudan Integrated Phase Classification results shows an increased number of people having critical food insecurity levels. The COVID-19 crisis has also exacerbated the situation and programme implementation is being adapted to address the impact of this pandemic on food insecurity. WFP interventions are therefore currently expanding to respond to growing immediate needs.

 

 

Head of Programmes (HoP)/Programme Policy Officer P4

 

 

WFP Sudan is looking for a Head of Programmes (HoP)/Programme Policy Officer at P4 level to develop, manage and implement WFP programmes to address some of the critical challenges faced by vulnerable people, especially, IDP’s. The HoP will be responsible for a team of programme staff, national and international, working in various programmatic areas such as food access and livelihoods support (school meals, emergency response, Food Assistance for Assets, Productive Safety Nets) and nutrition. In addition, the incumbent will be responsible for a team of staff providing performance and operations support (Monitoring and Evaluation (M&E), WFP’s beneficiary and transfer management platform (SCOPE), Cash based Transfers (CBT), and Vulnerability Analysis and Mapping (VAM))to activity implementation

 

The HoP will report to the Head of Area Office and will be the Deputy to the Head of the Area Office. He/she will work in close collaboration with other functional units and liaise with the Country Office Programme team on a regular basis for guidance and support. He /she will also work with other agencies to identify opportunities for collaborative work.  WFP strives to ensure that gender equality and protection are integral part of all its policies, programme design and implementation strategies.  Therefore, the HoP will ensure that mainstreaming of gender and protection is achieved at all stages of programme design and implementation.

 

 

 

Key Responsibilities

 

 

  • Plan, formulate and implement WFP programme activities in line with both the CSP and the realities in the field.
  • Provide advice and support to field offices and ensure that programme activities are consistent with WFP policies and Standard /operating Procedures (SOP’s).
  • Provide leadership and guidance to programme staff and partners in programmes designing and implementation, including monitoring, assessments, analysis, and ensure that these are well-articulated in Field Level Agreements.
  • Guide programme staff and other key stakeholders in identifying innovative food assistance priorities/opportunities and needs of the people. Provide support and technical expertise for planning, development and implementation of programmes.
  • Coordinate partner relationships and collaboration and ensure regular performance/activity implementation reviews.
  • Develop operational and maintain strategic partnerships to identify opportunities for collaborative initiatives that improve assistance packages and support advocacy work.
  • Enhance WFP’s leadership status in various interagency forums through direct participation, briefings, information products etc.
  • Manage or oversee timely preparation and dissemination of analytical reports, situational reports, periodic Fact Sheets and other information products for internal or external use.
  • Lead the mainstreaming/integration of gender and protection in programme activities.
  • Contribute to implementation of WFP and/or Interagency Emergency Preparedness i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs.
  • Provide guidance to programme staff and cooperating partners to ensure COVID-19 mitigation and prevention measures are mainstreamed in programme design and implementation.
  • Collaborate and liaise with Country Office programme team in the implementation of programme activities.

 

 

About You

 

 

  • Has a passion to serve the most vulnerable people.

  • Has experience and in programme design and monitoring activity implementation
  • Has  experience in working in an emergency environment;
  • Is abreast of humanitarian issues, including linking humanitarian, development and peace action.
  • Is easily adaptive, communicates effectively, and can work in a diverse team.

 

 

Qualifications & Key Requirements

 

 

  • Advanced University degree in Agriculture, Agricultural Economics, Economics, Nutrition/Health, Environmental Science, Social Sciences, Rural Development or other relevant field, OR First University Degree in a relevant field with additional years of related work experience and/or trainings/courses.
  • At least eight (8) years of professional experience with gradually increasing responsibilities in designing, implementing, and monitoring humanitarian and/or development programmes with international agencies or non-governmental organisations.
  • Successful record of accomplishment in supervising multinational and multifunctional teams in complex operational environments.
  • Expertise in planning, prioritizing and managing resources (assets, budgets, etc.) efficiently.
  • Ability to communicate effectively with communities and lead discussions/negotiations with government/ partners.

 

 

Additional requirements:

 

 

  • Previous work experience in a UN agency at field or national level;
  • Previous experience in managing monitoring activities in an emergency environment.
  • Knowledgeable and experienced in inter-agency coordination in humanitarian settings
  • Experience in different programme approaches including managing emergency response operations using different transfer modalities;
  • Experience in community/beneficiary mobilization;
  • Experience in collaboration with government agencies to identify needs and implement food assistance programmes;
  • Experience in leading teams in strategic discussions.

Terms and Conditions

Mobility is, and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a Fixed-Term contract with an initial duration of two years including a probationary period of one year.
