Background

Project Title: NDC Partnership Facilitation

Background:

The NDC Partnership (NDCP) was launched at the 22nd Conference of the Parties (COP) of the United Nations Framework Convention on Climate Change (UNFCCC) on 2016 in Marrakech. It is a coalition of countries and international institutions working together to ensure countries receive necessary technical and financial support to achieve ambitious climate and sustainable development targets as fast and effectively as possible. It builds in-country capacity and increases knowledge sharing for climate policies to have meaningful and enduring impacts, and drive increasing ambition over time. The NDC Partnership Support Unit (NDC Partnership SU) is hosted by the World Resources Institute (WRI) based in Washington DC and the UNFCCC in Bonn.

 

The Partnership works through country-driven approaches and is founded on the principle that effective cooperation, together with horizontal and vertical coordination can fast-track the achievement of results and enhance the collective impact of invested resources. Member countries who request support and drive in-country implementation of NDCs (Nationally Determined Contributions) obtain access to a large network of partners who can deliver a flexible array of services (i.e. technical assistance, financial support, and knowledge enhancement).

 

In May 2018, the Philippines became one of the members of the NDCP. The country has focal points appointed from the Climate Change Commission and the National Economic and Development Authority and avails support of the Partnership in terms of technical assistance for the implementation of its NDC, as well as for designing monitoring and evaluation frameworks.

 

On 24 August 2018, the CCC sent a comprehensive Request for Support Letter (RSL) to the NDC Partnership through the SU containing request items related to cross-cutting, forestry, transport, industry and waste, and energy. This was received with several positive responses on potential areas of support from institutional and development partners. A second request from NEDA on economic modeling and analysis was received by NDCP on 11 December 2018 which intended to contribute to the final stages of NDC enhancement.

 

The development of the NDC Partnership Plan for the Philippines is based on the submitted request for a support letter of the Philippines. Scoping activities including mapping of projects, consultations, and workshops with relevant agencies and development partners have been undertaken which led to the continued refinement of the Partnership Plan. Currently, the draft plan has undergone its second revision and has been presented to sectors through house-to-house consultation during the First Quarter of 2020. The house calls finalized the needs identified by sectors as indicated in the 2nd revised draft, and the agencies identified the specific needs for their request.

 

In this context, recognizing the importance of having a country-based interface with knowledge of the local reality, the Philippines will have a Facilitator to support the process. His/Her main responsibility is to facilitate the development and finalization of the NDC Partnership Plan including liaison and coordination between the Philippine Government, Implementing Partners, and other development partners on the ground. The Facilitator will be government-based to ensure the country's leadership in the implementation of the NDC Partnership Plan and to promote a whole-of-government and coordinated approach to adaptation and mitigation actions.

 

Institutional Arrangement:

The successful candidate for this post will be awarded an Individual Contract with UNDP Philippines in support to the national government and will represent the work of the Philippines through the Climate Change Commission under the NDC Partnership.

 

The Consultant will work under the guidance of the NDC Partnership’s focal points at the Climate Change Commission and the National Economic and Development Authority, and the NDC Partnership Support Unit (SU).

 

The Consultant will report directly to the Vice-Chairperson and Executive Director of the Climate Change Commission and will also have reportorial obligations to UNDP through the Team Leader and Analyst of the Climate Action Programme Team.

 

Duration of the Work:

To undertake the tasks and deliver the expected outputs, the consultant shall be engaged for a period of 6 months, starting from August 2020 to February 2021.

 

Duty Station:

The In-Country Facilitator’s duty station for the duration of the contract shall be at the UN premises in Rockwell Business Center Sheridan, Mandaluyong City. In view of the current quarantine protocols, telecommuting will be the primary mode of working. However, should circumstances permit, the In-Country Facilitator must be available to report to the duty station on an on-call basis, aside from being present at certain government offices as needed.

NO Travel outside Manila will be required.

 

Scope of Price Proposal and Schedule of Payments:

Interested applicants for the position must submit a financial proposal detailing the costs for the deliverables expressed in an all-inclusive lumpsum amount.

 

All-inclusive shall mean that all costs (professional fees, communications, etc.) that could possibly be incurred are already factored into the final amounts submitted in the proposal. The contract price is fixed regardless of the changes in the cost components.

 

Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the consultant must be ready to submit proof of insurance valid during the contract duration.

Duties and Responsibilities

The role of the Facilitator is to engage, coordinate, facilitate, and support the mobilization of actors and resources for the development, finalization, and implementation of the NDC Partnership Plan in the Philippines. Working with the government, the Facilitator plays a central role in ensuring the advancement of the NDC Partnership Plan and the NDC Partnership Country Engagement Strategy. This involves:

 

  • Supporting the Philippine Government by facilitating the development and implementation of the Partnership Plan, taking into consideration the country’s articulated needs and priorities;
    • Ensure country-driven, government-led approach in NDCP country engagement;
    • Recommend a process for selecting the most appropriate development partner/s for each country priority;
    • Identify the roles and responsibilities of each stakeholder;
    • Develop a results-based monitoring framework and system for tracking the implementation of the Partnership Plan
  • Facilitate workshops or multi-stakeholder dialogues on Partnership Plan, NDCs and other relevant topics, as needed;
    • Inter-sectoral multi-stakeholder dialogues to promote a whole-of-government, whole-of-society approach in implementing NDCP country engagement activities;
    • Support the Philippine Government in conducting meetings among DPs and other key stakeholders, in order to maximize synergies, avoid duplication and mobilize support for identified needs and priorities;
    • Organize a Partnership Workshop
  • Serve as in-country liaison and coordination between the Philippine Government NDCP SU, IPs, and other development partners;
    • Develop and manage key coordination mechanism between the Philippine Government, NDCP SU, IPs and development partners;
    • Periodically exchange with the NDCP SU on planning, conducting and monitoring and evaluating NDCP in-country activities in close cooperation with the focal point of host country and other partners;
    • Host regular information exchange meetings among NDCP partners to track ongoing NDCP engagement;
    • Advise NDCP SU on any issues arising that need their attention, including risks and opportunities for the Partnership and in relation to the Partnership Plan;
    • Support NDCP SU in communicating and coordinating services at country-level by convening stakeholders, organizing bilateral meetings, consultation processes, and dialogues;
  • Contribute to knowledge production and sharing, and provide support to the Philippine Government in capacity building and accessing knowledge tools and products.
