Assisting 91.4 million people in around 83 countries each year, the World Food Programme (WFP) is the leading humanitarian organization saving Lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience.

In 2019, WFP is scaling up its Yemen operations aiming to provide 12 million people with monthly food assistance through direct food distributions, vouchers or cash and nutritional support to nearly 3 million pregnant and nursing women and children under 5.

ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ). The Job holders report to a Head of the Unit, Chief or Information Technology Officer.
At this level job holders are expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders are expected to manage resources and coach and coordinate a team of support staff.

JOB PURPOSE

Under the direct supervision of the ETC coordinator, the IT Operations Associate will be responsible for the following tasks:

KEY ACCOUNTABILITIES (Part 1)
  1. Network (LAN/WAN) administration and performance review and bandwidth monitoring and management of the ETC connectivity of the ETC sites.
  2. Ensure optimal operation of Data & Voice network infrastructure e.g. configuring, installing maintaining and optimizing network hardware, software and communications links.
  3. Conduct periodic review of the existing network infrastructure and advise on capacity planning and infrastructure modernization.
  4. Recommend strategies for improvement of information systems, office automation, networks and TC/IT systems integration; Provide technical support in performance assessment of the infrastructure and service provision.
  5. Test and verify newly purchased ICT equipment/services against approved quotations following with deployment procedures and implementation schedules accordingly.
  6. Identify the partners and user training needs and assist in developing the plan implementation.
  7. Test and verify newly purchased ICT equipment against approved quotations received from suppliers and confirm the purchased equipment are as per approved quotation.
  8. Assist the ETC partners in the assessment and planning of their IT and solar system solutions.
  9. Analyze the ETC helpdesk data to ensure effective end-user support is provided on timely basis, and assist to ensure the ETC support, maintenance activities, actions/tasks are logged in service desk system.
KEY ACCOUNTABILITIES (Part 2)

10. Follow up with UNDSS radio room supervisor to ensure optimal operation of HF/VHF radio network through the implementation of standard operating procedures.

11. Provide technical assistance to UNDSS radio rooms to ensure appropriate provision of inter-agency security telecommunications services to UN agencies and INGOs.

12. Facilitate the monthly and annual coordination meetings with the partners.

13. Contribute and assist in development of the unit annual budget and workplan.

14. Assist in developing technical proposal/bill of quantity for implementation of new or upgrade of existing infrastructure and systems.

15. Perform technical evaluations for offers/quotations received from suppliers as part of the tendering process and make recommendations.

16. Review and extension/termination of the service provision contracts in coordinated manner.

17. Initiate the procurement process of the goods and services and suppliers’ payment up on delivery.

18. Monitor and report the unit budget expenditure in coordination with finance and procurement.

19. Consolidate and provide Information Management (IM) regular updates & reports.

20. Ensure that all implemented works adhere to WFP IT standards, policies and security measures and are working effectively and adhered to administration.

21. Perform any other related tasks assigned by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

 

Language: Fluency level C in both oral and written communication in English and Arabic.

 

Experience: Minimum Five years of relevant experience in in Information Technology Processes, IT network design, deployment and administration, Application development, End-users/help desk support. Advance knowledge of network firewall and Mikrotik is required.
