Background

Purpose
 
To provide support services for the Gender Equality Portfolio operating within the SDG Integration Centre.
 
Objective
 
To ensure results oriented, effective, efficient and accountable implementation of the Gender Equality Portfolio’s activities and achievement of portfolio results.
 
Background Information
 
To fulfill the 2030 Agenda demands, UNDP is implementing six cross-cutting approaches to development, known as Signature Solutions. Women’s empowerment and gender equality is essential as a cross-cutting approach to development. UNDP has the ability and responsibility to integrate gender equality into every aspect of work. Gender equality and women’s empowerment is a guiding principle that applies to everything UNDP does, collaborating with our partners to end gender-based violence, tackle climate change, and advance female leadership in business and politics. UNDP interventions in the area of gender equality are implemented in line with the UNDP Gender Equality Strategy 
 
In the context of its country programme for Serbia for 2016-2020, and of the corporate UNDP Strategic Plan 2018-2021, the UNDP Country Office (CO) in Serbia needs to scale up its support to the SDG agenda in Serbia. The CO was selected in December 2018 as one of the 60 offices to launch an Accelerator Lab and in 2019-2021 will build on its innovation work since 2015 and on the programme portfolio in order to accelerate and scale-up development solutions that contribute to the achievement of the Agenda 2030 in Serbia. In that sense, a new portfolio is being formed within the CO to support such actions and is being modelled as a center, rather than cluster, seeking to work as an integrator of platforms and cross-cutting programs.  The present post will work on the development of the portfolio and implementation of emerging initiatives in the realm of gender equality underlying the achievement of SDGs in Serbia.
 
Having in mind the growing program portfolio, with two gender-based violence active projects and increasing number of gender equality related components in various projects across the Country Office, that require advocacy and communication support, UNDP Serbia is seeking to engage a Gender Equality Portfolio Associate who will work under the guidance and direct supervision of the UNDP Gender Equality Portfolio Manager and in cooperation with SDG Integration Center Team Leader and staff. He/she will be based in the UNDP office in Belgrade with travels to project sites, when required.
 

Duties and Responsibilities

Measurable outputs of the work assignment
 
Under the overall guidance and supervision of the Gender Equality Portfolio Manager, the Portfolio Associate contributes to the effective and efficient implementation of the projects’ components, activities, events and other types of interventions through a range of actions contributing to planning, implementation, and monitoring of the corresponding activities. 
 
The Portfolio Associate works (when delegated) in close collaboration with the SDG Integration Centre, Programme, Operations, Communications and other project teams in the Country Office (CO) for effective achievement of results.
 
The Associate is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.
 
Under the overall supervision of the Gender Equality Portfolio Manager, the Portfolio Associate will contribute to the effective and efficient implementation of the projects, as well as undertake any other gender equality and gender-based violence related activities/tasks which might be assigned to him/her. 
 
The Associate will ensure the provision of development services and products (commensurate with the scope of the projects) of the highest quality and standards to national counterparts and clients through applying a Human Rights-Based Approach (HRBA) and gender equality (GE) approaches. More specifically:
 
Administer and implement project(s) components, such as: 
  • Liaise with the Gender Equality Portfolio Manager and (when assigned) with the national partners, donors and the UNDP Office to ensure that project(s) results are achieved, and project(s) resources are managed efficiently and effectively; 
  • In close coordination with the Gender Equality Portfolio Manager, within the project(s) framework agreed with the national counterparts, contribute to the preparation and implementation of the joint work plans that reflect the scope of activities, timing, sequencing, cost and other inputs for the implementation of the project(s) activities; 
  • Draft terms of reference for consultants, goods and services and undertake necessary steps for recruitment and procurement of goods and services.
  • Participate in recruitment and evaluation panels
  • Might be assigned to do an oversight of the work of short-term experts; In close coordination with the Gender Equality Portfolio Manager, undertake performance appraisals for the experts coordinated;
  • In close coordination with the Gender Equality Portfolio Manager, work with the project team to present work-plans, periodic narrative progress and final reports and expenditure status reports to the Project Board and UNDP Country Office;  
  • Work closely with the Gender Equality Team in the development of the annual activity and procurement work plans as well as budgets based on expected year-end targets, and assist in developing periodical project and other reports and close monitoring of activities and disbursements.
Support in managing project budget and finances:
  • Assume responsibility for monitoring of financial resources and accounting to ensure    accuracy and reliability of financial reports in close coordination with the SDG Integration Program Associate;
  • Prepare regular project financial reports for internal and external distribution in close coordination with the SDG Integration Program Associate;  
  • Support in managing project finances in UNDP Financial system Atlas (e.g. preparation of e-requisitions, PO and non-PO vouchers, corrective actions on vouchers, when required in close coordination with the SDG Integration Program Associate, etc.) 
  • Presentation of information for audit of NIM projects;
  • Establish and maintain a system of financial transaction and record keeping in close coordination with the SDG Integration Program Associate;
  • Assume responsibilities in line with the Internal Control Framework;
  • Provide regular reports to the Gender Equality Portfolio Manager and SDG Integration Centre Team Leader and flag any deviations from the work plans immediately.

Support the Portfolio Manager in the partnership building, such as:

  • Maintain good cooperation and coordination between national counterparts, project’s partners and other relevant stakeholders;
  • Maintain regular contacts with beneficiaries, and service providers to ensure relevance and quality of projects’ outputs;
  • Support activities related to assessing capacities and needs of government organizations and partners, in close collaboration with national counterparts at both central and local level.
Organize meetings and events, such as:
  • Preparation of briefs, talking points and relevant materials;
  • Participation in and organization of meetings, training sessions, conferences and public events;
  • Maintain registry with contacts. 
Support the following logistics and administrative activities:
  • Arranging for travel and accommodation, preparation of travel authorizations, filing of information for DSA payments, processing requests for visas, ID cards and other documents;
  • Assist team members, experts and consultants on travel and logistics matters 
  • Compile data for project management;
  • Draft correspondence on project issues, as required; 
  • Prepare official correspondence;
  • Establish and maintain filing system, incoming and outgoing correspondence etc;
  • Ensure full compliance of activities with UNDP rules, regulations, and policies;
  • Performing other duties as required.
Performance Indicators for evaluation of results
  • Good project finance management;
  • Project documentation timely prepared;
  • Project, finance and personnel records/files regularly updated and maintained; 
  • Project financial reports prepared;
  • Financial information for quarterly project reports prepared (e.g. Combined Delivery Report);
  • Effective support in travel and logistics provided to team members and consultants;
  • Assistance in preparation of project’s annual and quarterly reports provided, data compiled;
  • Efficient administrative support provided;
  • Project related correspondence prepared;
  • Efficient support to organization of meetings provided, information compiled and minutes of meetings taken and distributed.

Required Skills and Experience

Education:
  • Minimum Secondary Education in a relevant field; a University Degree would be an asset.
Experience:
  • At least 5 years of relevant experience in the area of gender equality projects’ implementation, and administration. Work experience in international organization and/or government institution would be an asset.
  • Proficiency in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
  • Strong communication and interpersonal skills.
Language Requirements:
  • Excellent knowledge of written and spoken Serbian and English.
