Background

Under the overall guidance of the Head of Office and the direct supervision of the Coordinator of the Rule of Law Unit, the National Professional Officer will be responsible for the following duties.
 

Duties and Responsibilities

The key results impact the successful implementation of the OHCHR strategy and plan in Honduras. The National Professional Officer’s work will also impact the prevention and protection response of the Office, the quality of the technical assistance and capacity building extended, the sustainability of results. 
  • Identifies and analyzes legislation and policies in the rule of law area, including justice and security, and follow up on their implementation, in the light of international standards, jurisprudence of the human rights mechanisms and recommendations extended to Honduras.
  • Contributes to the development of a strategy to improve human rights protection, and provide expert advice and technical assistance to state institutions, parliament, civil society organizations, communities and other stakeholders, in the development, reform and implementation of legislation, policies and programs.
  • Collaborates with the organization of seminars, workshops and consultations at the national and local level to promote knowledge of international human rights standards and jurisprudence, and how international human rights standards can be used to promote and protect human rights in the context of development.
  • Contributes to the development of papers, briefings, advocacy materials, presentations and methodological tools.
  • Participates in human rights monitoring including through field missions and engagement at community level and provide advice to OHCHR and UN colleagues.
  • Assists with other tasks as required by the achievement of objectives and the mandate of OHCHR-Honduras.

Required Skills and Experience

Education:
  • An advanced university degree (Masters or equivalent degree) in law, political sciences, international relations, social sciences or any other discipline related to human right is required. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
  • A minimum of 3 years of progressively responsible and relevant experience in the human rights and rule of law fields at the national and/or international levels is required. Experience with human rights law and related mechanisms, as well as domestic legal and policy frameworks related to human rights is also required.
  • Candidates who have a first level University degree must have a minimum of four years of progressively responsible and relevant professional experience.
Language Requirements:
  • For the position advertised, fluency in Spanish (both oral and written) is required. Knowledge of English is also required.
