 Within the Algeria Country Office and in line with WFP corporate requirements and standards, the purpose of the job is twofold: to lead and/or manage i) the generation of evidence base that supports and informs food security and nutrition strategies, policies and programmes and (ii) the development and implementation of Monitoring, Review and Evaluation Plans.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Econometrics, (Development) Economics, Statistics, Data Science, Social Sciences, Performance Management or other relevant fields, or First University Degree with 5 years of related work experience and/or trainings/courses.


Working language: Fluency (level C) in both French and  English. Arabic would be an asset.

 

ORGANIZATIONAL CONTEXT

The Head of RAM position is based in Tindouf, in the WFP Field Office and will be reporting to the Deputy Country Director. Within delegated authority, s/he will be responsible for the following duties:

KEY ACCOUNTABILITIES (not all-inclusive)
  • Provide expert advice in WFP Country Office and its partners on matters pertaining to food security and nutrition strategies, policies, programmes, and facilitate the timely and productive use of related outputs in a manner that complies with WFP standards and processes.
  • Contribute to the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice
  • Lead/manage/conduct complex food security, nutrition, markets and resilience analysis and prepare timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.
  • Lead the development and manage implementation of M&E Strategy for the Country Office in line with corporate requirements/ standards and relevant to the country context. 
  • Ensure that the Country Office has updated M&E documents in response to changes/needs in the programme, including project logframes, M&E budgets, M&E SOPs, M&E plan matrices and reporting flow charts. 
  • Lead/manage the development and implementation of data collection arrangement including adequate human resources in the field office of Tindouf and potential outsourcing to a call center or third party monitoring company 
  • Ensure that all WFP activities are monitored per logframes and monitoring plan. This includes organizing baseline/endline surveys, post-distribution monitoring surveys, nutrition survey, Joint assessment Monitoring, having consultations with key partners and instutional stakeholders, and supporting the national instutions in establishing information management systems where necessary.
  • Ensure all monitoring and vulnerability assessment findings are compiled, analyzed, and made available to all CO staff and management through M&E/VAM reports and dashboard to guide management on the I/CSP status and decision-taking;
  • Regularly assess M&E capacity (staff, partners and institutions) and ensure adequate training is provided to build capacity by designing client-oriented and context-tailored training programs for different audiences.
  • Provide supervision, coaching and guidance to VAM and M&E team and individual team members

 

Contribute to the efforts, continuous engagement and positioning of WFP Algeria on Gender, Accountability to Affected People/Protection, advocacy, visibility, communication, multi-sectorial coordination meetings/activities and as appropriate, other cross-cutting endeavors. Actively participate in various committee established in the country office as a designated member.

Perform other related duties as required.

OTHER SPECIFIC JOB REQUIREMENTS
  • Ability to travel frequently and to work in difficult environments. 
  • Proven ability to conceptualize, develop, plan and manage programmes, leadership and teamwork abilities, good analytical, negotiation, communication and advocacy skills
  • Ability to engage effectively with a wide range of actors including those in the international humanitarian community and institutional entities;
  • Excellent analytical skills;
  • Ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds;
  • Ability to work with relevant technology and procedures (e.g.: web-based databases and other statistical and GIS applications) to collect, organize, share and use information
  • Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner;
  • Ability to handle any other additional tasks as requested by his supervisor.
  • Ability to develop and implement appropriate internal control tools and mechanisms to address fraud, abuse and beneficiary feedback/complaint.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
  • At least Five years of professional experience in econometrics, statistics, food security and nutrition programmes management, analysis, monitoring & evaluation or Programme Coordination in a humanitarian/ development context with UN Agencies, NGO, national institution or private sector.
  • Experience with a UN agency would be an asset.
  • Experience managing staff and improving performance.
  • The incumbent will have direct knowledge and experience of refugee emergency and protracted operations including programming and management aspects, working, and coordinating complex projects with different entities and institutional authorities.
TERMS AND CONDITIONS
  • Contract type: Fixed-Term (FT), 12 months (renewable)

  • Duty station: Tindouf - Algeria
