ORGANIZATIONAL CONTEXT AND JOB PURPOSE

 

In the Democratic Republic of Congo (DRC), the second largest country in Africa, the work of the World Food Programme focuses on responding to large-scale displacement and other shocks, while pursuing long-term recovery and resilience and addressing the underlying causes of food insecurity and malnutrition. In order to meet the strategic objectives, the Country Office (CO) has already introduced technology innovations to automate and streamline operations. Their aim is to continue leveraging innovative digital tools and approaches to ultimately achieve the Sustainable Development Goals (SDG) of Zero Hunger by 2030.

 

Under the overall responsibility and with a direct reporting line to the Head of ICT, the IT Operations Officer will be responsible for the delivery of efficient and effective IT and Telecommunications (TC) services, providing sound, innovative solutions that enable staff to deliver food assistance to beneficiaries, in line with WFP’s strategy.

 

KEY ACCOUNTABILITIES (not all-inclusive)

 

  • Participate in the development of plans, budgets and policies, and lead the deployment of IT/TC systems aligned with business needs, in accordance with WFP corporate standards.
  • Develop and maintain IT/TC systems and networks, ensuring appropriate data security and access controls considering both local and wide area network issues; and enabling users to get maximum benefits from them.
  • Implement and test new hardware for improving and upgrading system performance; install any technology upgrades as required.
  • Develop technical specifications and tender documents, and manage contracts with service providers, to facilitate procurement of IT/TC equipment and services at minimum cost, in line with WFP rules and regulations.
  • Coordinate and prepare reports on IT/TC activities, investments and costs, identifying trends/issues and proposing solutions to increase cost-efficiency.
  • Maintain technical expertise and knowledge of industry developments and develop skills within specific areas of competence.
  • Provide advice to managers and users to resolve complex issues, understanding their needs and ensuring IT policies, procedures, systems and tools are correctly applied to support them.
  • Lead and motivate a small team, monitoring performance, providing coaching, training and guidance to ensure appropriate development and enable high performance. 
  • Build capability of staff, collaborating with colleagues in the IT division to design and deliver corporate training policies and programmes aimed at developing skills/knowledge in IT and TC.
  • Ensure effective coordination with other UN agencies in order to align activities and maximize possibilities of inter-agency collaboration in the field of IT/TC.
  • Maintain effective partnerships with colleagues and external partners, to foster information exchange and support to meet service requirements. 
  • Contribute to emergency preparedness and contingency planning, providing technical recommendations and monitoring the management of risks, so that WFP can maintain basic IT services and/or quickly respond and deploy resources to affected areas at the onset of a crisis.
  • Prepare operational plans and manage resource requirements at the onset of an emergency.
  • Support the Business Transformation team in implementation of CBT/DAS in line with WFP strategy.

 

DESIRED EXPERIENCE

 

  • You have five years or more of postgraduate progressively responsible professional experience in IT operations with an interest in international humanitarien development;
  • You have assisted in the development of IT governance strategies, policies and system architecture at headquarters and the field;
  • You have acted in IT advisory capacity to Country/Sub Office leadership;
  • You have participated in the negotiation, evaluation and management of IT contracts with service providers at HQ and field office;
  • You have developed business cases that capture project life-cycle costs, benefits, and risks for the purchase of IT service or equipment;
  • You have keen ground-level experience leading the implementation of IT and telecoms systems in emergencies;
  • You have been exposed to digital transformation projects;
  • You have assisted, coordinated and actively executed emergency response operations.

 

KNOWLEDGE AND APTITUDES

 

  • Has knowledge in the following areas: data centre management, networking, server and client operating systems, digital and analogue VHF, HF telecommunications, VSAT infrastructure and cloud computing;
  • Ability to think strategically and create points-of-view, propositions and solutions to help clients gain value and solve complex;
  • Creative thinking and conceptualizing of technology-based solutions;
  • Ability to operate in distributed / decentralized teams, engage with and support partners;
  • Ability to perform under pressure, to multi-task, to navigate through multiple priorities and conflicting requests;
  • Ability to work independently through appropriate personal initiative and regular follow-ups;
  • Highly developed written and oral communication skills with the ability to influence and adapt communication styles to different situations and individuals;
  • Collaborative hands-on team member and relationship-builder with a facilitative nature and strong business partnering skills towards colleagues and stakeholders;
  • Positive and resilient, passionate about change and driven to exceeding client’s expectations through exceptional delivery;
  • Knowledge of and hands-on experience in cash-based transfer (CBT) programming in humanitarian context would be an asset.

 

STANDARD MINIMUM QUALIFICATIONS

 

Education

Advanced university degree in Computer Science or other relevant field, or First University degree with additional years of related work experience or trainings/courses

 

Languages

Fluency (level C) in both English and French languages

 

TERMS AND CONDITIONS

 

Mobility is the essence of WFP and continues to be a core contractual requirement. These positions are rotational which means that you shall be subject to the regular reassignment process to any other location on a period of 2 to 4 years unless the position is reclassified as non-rotational.

 

The selected candidate will be employed on a fixed-term as well as a rotational contract with a probationary period of one year. Depending on the duty station, the position may be eligible for Rest and Recuperation (R&R) scheme.
