Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The objective of the OSCE Special Monitoring Mission to Ukraine (SMM) is to contribute, in close co-operation with OSCE institutions and other actors of the international community, to reducing tensions and fostering peace and stability in Ukraine, and ensuring the observance of OSCE principles and commitments, thus establishing conditions for inclusive political dialogue aimed at achieving a sustainable transition respecting the territorial integrity and sovereignty of Ukraine.

 

The Mission is composed of about 1500 mission members, from more than 40 participating States and has a budget over EUR 100 million. 

 

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the ICT Officer Security and overall guidance of the Head of ICT, as ICT Officer, Network and Server Support you will supervise and manage Senior ICT Assistants and ICT Assistants, and serve as a resource for Information Technology assistance to SMM. You will support and operate the Mission's Wide Area Network (WAN)/Local Area Network (LAN) and takes ownership over server backend infrastructure. Furthermore, you will assist in developing standards, technical design and documentation with respect to all WAN/LAN services established SMM wide and more specifically will be tasked with the following:

 

  1. Installing, configuring and maintaining network infrastructure; 
  2. Administering, maintaining, operating, troubleshooting, and monitoring system performance and resources of WAN/LAN and security systems such as Router, Switches, Firewall;
  3. Be responsible for the maintenance, security, and scalability of installed Windows Servers, AD, Group Policy customization, VMware vCenter, HP DL servers, and Cisco network;
  4. Supervising, managing and co-ordinating ICT staff, including managing the day-to-day operations of the staff supporting server infrastructure, user services and other information technology function; 
  5. Performing IT system analysis and design; in consultation and with the guidance of the supervisor identifying, interpreting, and evaluating IT system requirements; 
  6. Analyzing the costs, value and risks of information technology, and advising ICT Security Officer;
  7. Performing IT system configuration and implementation;
  8. Managing IT systems implementation projects, and evaluatintg project completion with regard to scope, schedule, and budget against the project plan; 
  9. Managing IT technical documentation; maintaining, developing and advising on WAN/LAN, Servers and Security System related documentation, such as SOPs and technical reference library; documenting IT system configuration; 
  10. Performing miscellaneous job-related duties as assigned.

Necessary Qualifications    
     
   
  • Citizenship of an OSCE participating State, excluding Ukraine;
  • First-level university degree in computer science, engineering, applied mathematics; certification in network engineering, network administration, network security, Linux and Microsoft related certification as an asset;
  • Minimum of two years of experience in the installation, maintenance and administration of advanced WAN/LAN and Internet/Intranet Security systems, and in administering Cisco systems, Checkpoint, Windows 2016 Server systems;
  • Excellent knowledge of ICT tools and concepts;
  • Knowledge of other major hard- and software manufacturers is an asset;
  • Supervisory skills and experience;
  • Good analytical, problem-solving skills and project management skills;
  • Excellent presentation and training skills;
  • Professional fluency in English, with excellent written and oral communication skills; working knowledge of Russian;
  • Possession of a valid automobile driving license and ability to drive using manual transmission;
  • Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.

Remuneration Package    
     
   

Monthly remuneration subject to social security deductions is about USD 3,121 to which is added Board and Lodging Allowance (currently EUR 125 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
