Background

In the recent past, Gender Responsive Budgeting (GRB) has emerged as one of the most pragmatic and effective tools for mainstreaming gender concerns into public policy.  Simply put, GRB refers to a method of looking at the budget formulation process, budget outlays and outputs from a gender lens. As a tool GRB seeks to attain the larger goal of gender mainstreaming in public policy. It tries to reveal its gender-differentiated impact and advocate for greater priorities for addressing the gender-based disadvantages faced by women.

 

In 2007, Government officially adopted Gender Responsive Budgeting (GRB) as one of its key gender mainstreaming strategies. The Government has initiated the process of firmly institutionalizing GRB in the legal, policy framework and in practice within the national budget planning process and cycle. As set out in the Convention for the Elimination of all Forms of Discrimination against Women (CEDAW), the Beijing Platform for Action and the 2030 Agenda for Sustainable Development, as well as in national laws and policies, achieving gender equality and women’s empowerment is essential for economic, social and environmentally sustainable development and enabling women and girls to reach their full potential

While the country has made progress in terms of developing laws and policies on women’s rights in recent decades, limited financing remains a key obstacle to implementation. In addition, there are other overarching challenges faced by Government Ministries in advancing GRB initiatives which include issues related to the effectiveness of institutional mechanisms, limited capacity of officers, as well as contextual factors.

 

In light of these challenges, the Ministry of Finance in partnership with UN Women seeks to engage a consultant to support the  review the of the gender budgeting guidelines and monitoring and tracking  template in consultation with relevant line Ministries with the view of identifying key gender issues to be included in the 2021 budget. 

Duties and Responsibilities

Scope of the Assignment:

Under the overall supervision of the Ministry of Finance Gender Focal Person , Zimbabwe and the guidance of the UN Women Deputy Country Representative the Consultant  will support the review  the gender budgeting guidelines and the tracking and monitoring template through review of the indicators aligning them to the GEWE with a particular focus on the following sectors, Health, Labour and Social Welfare, Women Affairs, Agriculture, Home Affairs, Justice, Education.

 

Duties and Responsibilities

  • Prepare a consultancy work-plan in consultation with Ministry of Finance and UN Women team;
  • Review and update the Gender Budgeting Guidelines;
  • Review and update the gender budget tracking and monitoring system;
  • Support selected line Ministries to review and update key gender indicators aligning them GEWE monitoring framework;
  • Roll out targeted GRB training to selected line Ministries;
  • Under the lead of the Gender Focal Person, conduct a training on Gender Responsive Budgeting and Budget Monitoring targeting budget officers within the Ministry of Finance, officials from selected line Ministries;,
  • Provide training support and coaching to stakeholders to analyse budgets and develop gender budget watchdog reports;
  • Draft a final report on the delivered tasks, including all materials, presentations, evaluation tools and follow-up recommendations for participants.

 

Expected deliverables:

  • A consultancy work plan that includes timeline and a proposed outline and methodology for the consultancy (to be consulted with and approved by Ministry of Finance and UN Women);
  • Revised GRB Guidelines;
  • GRB tracking and monitoring   tool by line Ministries aligned to line GEWE Monitoring and Evaluation Framework;
  • Comprehensive report of the GRB trainings.

Required Skills and Experience

Education

Degree in Economics, Gender Studies, Social Sciences, Public Administration, or any other related field.

                                                                                           

Required Skills and Experience

  • Excellent knowledge of gender issues and women’s empowerment issues in Zimbabwe;
  • 5 years’ experience in development of GRB tool/guideline and gender mainstreaming strategies is required;
  • Experience in training, facilitation, and capacity development for Government;
  • Experience working within the Zimbabwe Government Public Finance System understanding of how the system works.;
  • Ability to establish, build and sustain effective relationships with clients, demonstrating understanding of client’s perspective;
  • Experience with UN work highly desirable.
