Organizational Setting

The Climate and Environment Division (CBC) of FAO assists member countries in their responses towards the climate change, including the mitigation of climate change as well as the development of adaptive capacities of agriculture, fisheries and forestry to the effects of Climate Change. It provides a coordination role on Climate Change and related climate smart agriculture issues. The Division also serves as a focal point the Global Environment Facility (GEF) and Green Climate Fund (GCF), for a multidisciplinary and global approach to bioenergy as well as undertaking work and providing support and guidance on Disaster and Risk Reduction issues. Support mainstreaming of climate change risks and evidence base into FAO’s policies, programs and projects with an emphasis on the programs and projects, including those funded by the Global Environment Facility (GEF) and Green Climate Fund (GCF).

Reporting Lines

The Consultant/PSA will report to the Team Leader, Safeguards and Climate Risks.

Technical Focus

Climate change mitigation and adaptation, gender mainstreaming, social co-benefits and SDGs, agriculture sectors, climate policy including Koronivia Joint Work on Agriculture and the Paris Agreement.

Technical/Functional Skills

  • Project coordination and management experience, particularly relating to climate change, gender and agriculture
  • Extent and relevance of experience or knowledge of issues related to climate change and agriculture and gender nexus in developing countries
  • Familiarity with UNFCCC policy agendas related to agriculture and food security sector;
  • Extent and relevance of experience in the preparation of technical and policy reports and capacity development materials;
  • Extent of experience in organizing medium to large-scale international technical meetings and conferences and drafting substantive reports;
  • Relevant experience in M&E and project reporting.
Tasks and responsibilities
  • Oversee day to day coordination and administrative tasks of the project - Plan events and organize project activities;
  • Support the LTO in tracking progress and monitoring project activities;
  • Support the design and delivery of capacity building training on UNFCCC negotiations, topics and thematic areas;
  • Support the LTO and FAO Project Team to maintain fluid communication and coordination with the Decentralized Offices involved in this project, as well as Teams in Headquarter;
  • Support the Climate Change Officer-CBC Gender Focal Point with communication with the UNFCCC Gender Team
  • Participate in meetings and training workshop where appropriate;
  • Support and provide quality control to the data collection and report-writing process throughout;
  • Support global learning, exchange of information, lessons learned and good practices to improve FAO’s approach on mainstreaming gender and climate change into FAO projects;
  • Prepare and update reports, including sub-programme reporting;
  • Report periodically as agreed to with LTO, on progress, challenges or issues in relation to the project;
  • Perform other related duties, as maybe required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • University degree in environmental science, natural resource management, climate-related fields, gender, social sciences, agriculture, plant sciences or a related field;
  • Minimum 1 year of relevant experience ( for category C), minimum 5 years of relevant experience ( for category B), minimum 12 years of relevant experience (for category A), and 15 years of relevant experience (for PSA cat A) in one or more areas in project implementation, monitoring, evaluation, assistance and administration;
  • Knowledge and experience with the UNFCCC processes, including its gender Action Plan and Koronovia Joint Work on Agriculture;
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.
