OVERVIEW OF THE FUNCTIONS OF THE POST

This Strategy will be developed as a part and follow up to the State Tourism Industry Development Program of the Republic of Kazakhstan for 2019-2025.

The Covid-19 pandemic has caused disruptions to cultural organisation, museums and cultural and tourism industries in the country. These nationwide closures of museums and World Heriatge sites have impacted on tourism development, jobs availabilty and local community development. The current crises revealed the necessity to build resiliency in the cultural and tourism systems and develop plan of actions to ensure local communities benefit.


Within the Regular Programme of UNESCO Cluster Office for Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan in Almaty, and under the overall authority of the Director of the  Office and direct supervision of the Culture Programme Specialist, the Contractor shall draft a Sustainable Tourism Development Strategy for the World Heritage Property ”Petroglyphs within the Archaeological Landscape of Tamgaly”. 

Long Description

The Contractor shall perform the following work assignment:

1.    Develop a workplan and the time frame in English for the project and develop the strategic document outlining objectives, outputs and activties.

2.    Establish regular working relations with UNESCO Almaty and seek clarification as deemed
necessary across the different steps of implementation. Participate in email exchanges, conference calls and meetings as appropriate for the smooth implementation of the project.

The Contractor shall analyse the available state strategic and legislative documents in the field of culture and tourism in the Republic of Kazakhstan and the management plan for the World Heritage Property and any supporting information. 
 
3.    The Contractor shall arrange meetings (either virtual or in-person, depending on the exisitng epidemiological situation, with the relevant management authorities of the property, including local government and state culture an tourism bodies).

4.    The assigment should notably focus on:
A.    Situation analysis of the World Heritage property ”Petroglyphs within the Archaeological Landscape of Tamgaly”,
B.    Development of the document “Strategy for Tourism Developmen at the World Heritage property ”Petroglyphs within the Archaeological Landscape of Tamgaly” based on findings.

Long Description

5.    The analysis shall address and cover the following issues:
i.    Inventory  of available tourism assets, transport, mobilty and infrastructure  (hotels, restaurants, travel providers, food and drink, leisure, retail, transport links), and available tourism routes and circuits,
ii.    Management capacity, roles, and responsibilities, (including level of education and experience, speaking languages, understanding of outstanding universal value (OUV),  training and re-training courses passed, etc.)
iii.    Available staff and its capacity (level of education and experience, foreign language proficiency, understanding of outstanding universal value (OUV), training and re-training courses passed, etc.),
iv.    Visitors (how many people, source markets, duration of stay, etc.)
v.    Financial and economic situation and potential opportunties for investment,
vi.    Partnership opportunities, 
vii.    Role of the communities and community opinion
viii.    Challenges and risks for the WH property and its OUV,
ix.    Climate change impacts and tourism development,
x.    Awareness raising, visibility and promotion issues,
xi.    Preparedness for  emergency and adaptation to the current Covid crisis (natural disasters, health and safety, outbreak of social unrest, or other eventualities).
xii.    Main findings including qualitative and quantitative data (relevant sources).

 

6.    The Strategy shall identify: 
a)    Statement of the Outstanding Universal value (OUV)
b)    Vision, Strategic Objectives and Outcomes
c)    SWOT analysis
d)    Priorities  and sustainable products, services, and experiences that can be or must be developed.
e)    how tourism strategy can complement the WH Management plan,
f)    Action plan including what and how should be achieved.
g)    Monitoring and Evaluation and measures for long term sustainability.

7.    The Contractor shall provide both English and Russian versions of the Strategy. The length of the each report is approximately 30-35 “standard pages” as defined by UNESCO (a “standard page in Word” containing 320 words). 

8.    The Contractor shall submit the final documents to UNESCO Almaty. Final payment will be done upon approval of the final reports in the Russian and English languages.
 

DELIVERABLES

The Contractor shall submit to UNESCO, in electronic format, the following deliverables:
(i)    By 10 August 2020, the workplan with timeframe and description of the methodology for the implementation of the assignment, together with a draft outline/ content (max.3 pages);
(ii)    By 5 October 2020, draft versions of the document in the Russian and English languages for review by UNESCO for comments;
(iii)    By 30 October 2020, a draft version in the Russian and English languages of the study report integrating editorial comments for final review by UNESCO.
(iv)    By 10 October 2020 final Strategy document in the Russian and English languages.
 

  PAYMENT OF INSTALLMENTS

One general contract will be established with the legal entity for implementation of the assignment.

•    First payment upon submission of the workplan with the time frame in English for work assignment and document development; and description of the methodology for the implementation of the study, together with a draft outline/ contet (max.3 pages) (30%).
•    Second payment upon submission and approval by UNESCO Almaty of the final strategic documents in the Russian and English languages.
 

REQUIRED QUALIFICATIONS

•    Organisation or individual working in the culture and tourism sectors and experienced in the development of the strategic documents. 
•    Excellent writing and communication skills in both Russian and English are essential.
•    Knowlrdge of the UNESCO Convention for the protection of the World Cultural and Natural Heritage (1972)
•    Competitiveness of the financial proposal.
