The Office of the Controller of Budget 

The Office of Controller of Budget (OCOB) is an independent office established under Article 228 of the Constitution of Kenya, 2010 with the mandate to oversee implementation of the budgets of the national and county governments and authorize withdrawals from public funds (Article 228 (4)). Every four months, the Office also reports to both Houses of Parliament on the implementation of budgets of national and county governments. Further, it is mandated to advise Parliament where it may not approve or renew a decision to stop the transfer of funds to a State organ or any other public entity (Article 225 (7) (a).

 THE ASSIGNMENT

The Office of the Controller of Budget has identified the need to strengthen the capacity of the County Legislature in carrying out their budget oversight mandate. As such, OCOB with the support of IDLO now seeks to engage the services of a Consultant to undertake a training needs assessment on the capacity of Members of County Assemblies on budget oversight, and then develop a comprehensive training curriculum on the budgeting process and budget oversight for County Assemblies. The training curriculum will serve the following objectives;

THE ASSIGNMENT

The Office of the Controller of Budget has identified the need to strengthen the capacity of the County Legislature in carrying out their budget oversight mandate. As such, OCOB with the support of IDLO now seeks to engage the services of a Consultant to undertake a training needs assessment on the capacity of Members of County Assemblies on budget oversight, and then develop a comprehensive training curriculum on the budgeting process and budget oversight for County Assemblies. The training curriculum will serve the following objectives;

  • Serve as a standardized manual for the OCOB staff or other trainers, 
  • Serve as a guide on procedures to be followed when carrying out training on budget oversight for the County Legislature. 
  • Strengthen the legislature’s oversight function by enhancing their capability to review and analyze planning documents, the county budgets
  • Support the monitoring of budget implementation by County Executives. 

DELIVERABLES  

An Inception Report detailing the understanding of the terms of reference and a proposed methodology, plan of action, with a work plan indicating clear milestones and timelines. To be delivered within 10 days of contract signature; 

  1. A Training Needs Assessment (TNA) on the capacity of County Assemblies on budget oversight.  
  2. Training curriculum to facilitate the training of the County Assemblies on the budgeting process and budget oversight
  3. Conduct at least two validation meetings on the TNA and the training curriculum in the month of August 2020
  4. Incorporate relevant feedback received from the validation forums into the draft documents by the by September 2020;
  5. The final Training curriculum facilitate the training of the County Assemblies on the budgeting process and budget oversight 

 IDEAL CANDIDATE PROFILE

The selected Expert will possess the following qualifications and experience;

  • Hold a Bachelor’s degree in Economics, Finance, Public Administration, or Social Sciences. Possession of post-graduate qualifications will be an added advantage. 
  • Proven and substantial experience in designing and developing training needs assessments, packages, booklets, manuals, or publications or similar tasks.
  • At least eight (8) years’ experience in similar or related assignments; 
  • Familiarity with the Constitution of Kenya, 2010, Public Finance Management Act, 2012, Controller of Budget Act, 2016 and other applicable policy documents;
  • Experience of carrying out similar assignments. The Consultant should give at least three (3) references from organizations where work of a similar nature was done;
  • Proven experience in writing manuals, training documents or similar publications on public finance management or budget process;
  • Experience in interactive and innovative training approaches.
  • Proven Experience developing training curricula and leading training for trainers;
  • Knowledge of the public finance management framework in Kenya with a particular bias towards devolution.
  • Excellent writing, editing, and oral communication skills in English.

 REMUNERATION 

The fees shall be paid in three installments as follows:

  • 20% on submission and approval of the inception report;
  • 40% on submission and approval of the draft TNA report and the draft training curriculum
  • 40% on the successful conclusion of the assignment, particularly submission of the final training curriculum and a report of the assignment. All fees are subject to a 5% KRA withholding tax
