OVERVIEW OF THE FUNCTIONS OF THE POST

 

UNESCO Prizes contribute to the achievement of the Organisation’s strategic objectives and programme priorities and give recognition to individuals and institutions for outstanding achievement in a particular area within UNESCO’s mandate. They correspond to at least one strategic objective of the Organisation’s Medium-Term Strategy (C/4) and/or to one or several programme priorities of major programmes as contained in its Programme and Budget (C/5). Each UNESCO Prize carries a high moral and symbolic value, associated with a respectable monetary award.

In order to enhance the management and programmatic coherence of UNESCO Prizes, a revised Overall Strategy for UNESCO Prizes and its Constituent Criteria was adopted in 2013 by the 191th session of the Executive Board and revised in 2015. This revised Overall Strategy provides, inter alia, guidelines for the creation of new Prizes.

In conformity with this strategy, when a Member State proposes to create a new Prize, a feasibility study assessing the Prize’s potential performance and effects must be undertaken by an external expert to ensure impartiality, objectivity and transparency. The feasibility study must follow the assessment criteria and sub-criteria defined in the revised Overall Strategy to ensure a uniform quality assurance process. Furthermore, the feasibility study should take into consideration the Standard Model Text for the Statutes of Prizes and the Model Financial Regulations for Special Account related to Prizes in preparing the draft Statutes and financial regulations for the proposed Prize.

Work assignment

The feasibility study should take into account the following key principles for the establishment of new UNESCO Prizes, as defined in the revised Overall Strategy for UNESCO Prizes:

–              The scope of the Prize should preferably be global, or in some limited cases, regional.

–              The Prize should be supported by adequate funding and capacities to ensure global visibility.

–              The creation of a UNESCO Prize should in no way hinder the principle of equal treatment for all Member States.

–              The intrinsic moral value of the Prize is more important than any monetary value granted by such a prize. The award for prizes, nonetheless, should be of significant monetary value to maintain the prestige of a Prize.

The feasibility study should provide accurate information on the potential performance and effects of the Prize in accordance with the following criteria and their respective sub-criteria:

1. Relevance (including effectiveness):

–              Alignment with UNESCO mandate/activities.

–              Alignment with donor’s mandate/activities.

–              Niche/added value vis-à-vis existing prizes within UNESCO and beyond.

–              Effects on prize winner and/or other effects (e.g. visibility of particular theme).

2. Prestige (including visibility):

–              Cash value of the prize.

–              Selection process of jury members.

–              Composition of the jury.

–              Nomination process of candidates for the prize.

–              Earmarked communication budget.

–              Communication strategy with clear indication on how visibility of prize is being promoted.

–              Visibility of the prize.

Methodology

The methods used for the feasibility study should include (but not be limited to) document review, focus group discussions and semi-structured interviews with staff at UNESCO Headquarters and/or Field Offices, representatives and partners of the donor, as well as representatives of Member States of UNESCO.

The feasibility study of the proposed Prize shall include:

A desk study of relevant documents, provided by the donor and UNESCO Secretariat.

–              Interviews (telephone, online and/or via e-mail) with the donor’s stakeholders, several representatives of Member States of UNESCO via Permanent Delegations and National Commissions to UNESCO and UNESCO staff concerned.

–              A thorough analysis of the proposed Prize according to the five criteria outlined above and the benchmarks identified in the Annex to Document 196 EX/12 Part I.

The final report (max. 20 pages, excluding annexes) should be structured as follows:

–              Executive summary (maximum two pages).

–              Introduction (background, purpose and scope).

–              Methodology.

–              Findings.

–              Recommendations on the potential performance and effects of the Prize in accordance with the criteria and sub-criteria described above.

–              Annexes (including interview list, data collection instruments, key documents consulted, Terms of Reference, as well as draft Statutes and financial regulations for the proposed Prize)

The report shall be drafted in English.

 

Deliverables and timeline

The feasibility study shall be completed no later than 30 August 2020. The proposed schedule for the feasibility study is as follows:

–              A desk study of background documents;

–              Submission of the draft feasibility study no later than 10 August 2020;

–              Submission of the final feasibility study by 30 August 2020.

Education and experience:

Advanced University degree (Master’s or equivalent)

 

 Qualifications:

–              At least 7 years of professional experience in research and/or capacity-building in the field of cultural and creative industries, cultural policies, and the creative economy;

–              Strong experience in policy and programme evaluation in the context of international development;

–              Fluency in English (written and spoken);

–              Knowledge of the role and mandate of UNESCO and its programmes in the Culture Sector, in particular in the field of creativity.

DESIRABLE QUALIFICATIONS

–              Experience conducting situational analyses, needs assessments and desk research in the field of cultural and creative industries and the creative economy.
