Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the overall supervision of the Chief, Conduct and Discipline Officer/SEA Coordinator, the Associate Conduct and Discipline Officer (Public Information and Outreach) will performthe following functions:

  • Contribute to the development and implementation of the overall Conduct and Discipline Team (CDT) communication strategy which includes, among others, promoting understanding and awareness of the mandate and activities of MINUSCA with regards to prevention of misconduct, including Sexual Exploitation and Abuse (SEA), the UN Zero Tolerance Policy on SEA, and the misconduct report mechanisms at the Country level;
  • Initiate and implement, in collaboration with the Strategic Communications & Public Information Division Outreach and Advocacy Unit and local partners, issue-based outreach and advocacy activities based on CDT’s communications goals and priorities, and relevant to CDT mandate;
  • Assist and support CDT Outreach Pillar in indentifying and establishing contacts with community leaders, gatekeepers, key personalities, local govenrment officials, NGOs, intellectuals, women associations, youth associations in Central African Republic;
  • Assist and suport CDT Outreach Pillar in organizing community-based activities, like outreach activities and community-based complaint network, aimed at raising and enhancing awareness on prevention of SEA;
  • Coordinate the preparation of information and outreach as well as print and broadcast products: promotional material, CDT publications, audio-visual materials;
  • Assist and support in media activities aiming to identify and establish contacs with community radios, theater groups and other media sources that may be tapped for partnership for outreach and awareness raising activities for prevention of SEA;
  • Assist and support in all matters pertaining to Outreach and Communication activities with the substantive sections, UN agencies, government and civil society partners;
  • Perform any other related duties as required by the Chief Conduct and Discipline Team/SEA Coordinator;
  • When working with (including supervising) national staff or (non-)governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for training, coaching, mentoring and capacity development.

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Qualifications/Requirements Required degree level: Master degree or equivalent Education - Additional Comments:

Communication, Journalism, International Relations, Behavioral Sciences or related field. A first-level university degree in combination with two additional years of relevant work experience may be accepted in lieu of an advanced university degree

Required experience: 60 Months Experience remark:

A minimum of five years of progressively responsible experience in communication, journalism, international relations, public administration or related area. Good understanding of approaches, tools and methodologies related to planning, executing and monitoring outreach programmes and communications campaigns, campaign management, message targeting, impact evaluation. Media experience in developing countries is desirable. Experience working in an international media environment and in social media are desirable. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
