Organizational Setting

As the pandemic evolves, there is an urgent need to understand how the virus and the associated mitigation measures affect agriculture stakeholders. The Food and Agriculture Organization is developing a monitoring and surveillance system to track the impact of COVID-19 on the agriculture sector and food supply chain of Iraq. The findings will be fed into a bi-monthly assessment, inform FAO programming and contribute to the agriculture-focused section of the Humanitarian Needs Overview. FAO is working closely with WFP, IFAD and WB and the Government of Iraq in this initiative

Reporting Lines enterprise

The National Field Enumerator will work under the supervision of the FAO Representative with support from the FAO Senior Resilience Advisor, and under the daily technical guidance of the International Programme Specialist and National Senior Data Management and M&E Specialist in Erbil.

Technical Focus

The National Field Enumerator will be assigned to the Erbil sub-office team and will be responsible for administering remote questionnaires and key informant interviews according to established protocols. He/she will follow the standard operating procedures designed by the data collection team, but will provide regular updates and recommendations to managers and fellow staff to streamline the process.

Tasks and responsibilities
  • Conduct periodic telephone interviews with a range of stakeholders, including farmers, agriculture input suppliers, extension officers and government officials.
  • Document responses accurately in the Kobo Collect toolbox, recording and transcribing any non-binary answers into English.
  • Participate in trainings, briefings and other regular meetings to discuss the data collection processes and provide recommendations to improve the data quality.
  • Provide technical support to clean and prepare the data for further analysis.
  • As long as the pandemic lasts and lockdown persists, conduct work from home, after receiving online training.
  • Perform other duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • University degree in international development, agriculture, statistics, data management, monitoring and evaluation or related area.
  • At least two years of relevant experience in data collection, administration of questionnaires and key informant interviews and data entry.
  • Proficiency with relevant software and computer programmes (i.e. MS Windows, Kobo Collect, etc.)
  • Fluency in Arabic and working knowledge of English. Fluency in Kurdish is an advantage.
  • National of Iraq or resident in the country with a regular work permit.

Technical/Functional Skills

  • Extent and relevance of experience in a data collection or monitoring and evaluation role
  • Work experience as an enumerator with the United Nations system is an asset, but not mandatory
  • Ability to work efficiently with minimum supervision
  • Excellent communication skills, both with internal team members and external stakeholders
