Côte d’Ivoire’s civil conflict between 2003 and 2011 was characterized by periods of intense violence followed by relative calm. Initially brought about by the collapse of prices in the vital cocoa industry, the conflict was fueled by issues of national identity, ethnic allegiance, and land ownership. This resulted in the internal displacement of hundreds of thousands of people (IDPs), profound social disintegration, and the decay of basic community infrastructure such as health centers, water points, and schools.

 

IRC had a brief presence in south-west Côte d'Ivoire in the late 1990s to respond to the needs of Liberian refugees.It then re-opened its office in Abidjan in 2003 to respond to the humanitarian needs of IDPs brought about by the civil conflict, as well as to address a new wave of Liberian refugees. Currently, IRC conducts programming in the field sites of Man, Korhogo and Yamoussoukro, as well as in its Abidjan HQ office in the following Sectors: Gender Based Violence, Health, Child & Youth Protection & Development (CYPD), Economic Recovery and Development, reaching approximately 2 million beneficiaries.

 

The goal of IRC Côte d’Ivoire is to consolidate its post conflict development program through increased partnerships and advocacy aiming to achieve quality, impact and sustainability.

 

SCOPE OF WORK

 

The Supply Chain Coordinator is a key position for the success and execution of quality programs. The IRC defines Supply Chain as the systems and functions necessary for the effective implementation of programs. It includes planning, procurement, logistics, inventory management, property and asset management, and vehicle and fleet management. That includes the design, planning, execution and monitoring of supply chain activities at the country level. The Supply Chain Coordinator in Cote d’Ivoire is also responsible for the management of the administration department.

 

MAIN RESPONSIBILITIES

1. Supply Chain Planning

The Supply Chain Coordinator is responsible for coordinating effective supply chain planning in support of program implementation in close cooperation with internal and external stakeholders. Supply chain planning consists of the following components: supply plans, warehousing plans, transportation plans, staffing plans, distribution plans and training plans.

2. Supply Management

The Supply Chain Coordinator is responsible for the development of the country's supply strategies. The Supply Chain Coordinator ensures that all country program needs are met on time, in accordance with global supply chain and donor requirements.

3. Stock Management

The Supply Chain Coordinator is responsible for the management and control of all inventory and warehouse operations of the country program, the maintenance of accurate records, the application of standard operating procedures and control, as provided for by the overall supply chain.

4. Asset Management

The Supply Chain Coordinator is responsible for the procurement, maintenance, custody and recording of all IRC Country Program assets and equipment. The Supply Chain Coordinator is responsible for all aspects of administrative, financial, capital and operational management of assets, real estate and valuables in accordance with IRC and donor rules and regulations.

5. Fleet Management

The Supply Chain Coordinator is responsible for the supervision and coordination of all IRC's vehicle and transport fleet activities in the country. He/She is responsible for ensuring that all IRC fleet operations are carried out in accordance with IRC vehicle policies and procedures, including vehicle and generator policies, vehicle movement, maintenance and reporting.

6. Ethics and Compliance

The Supply Chain Coordinator is responsible for identifying and analyzing risks of non-compliance in supply chain processes, implementing robust controls, identifying supply-related red flags, implementing internal and external audit corrective action plans, and ensuring that all supply chain activities are conducted in an ethical manner.

7. Learning and Development:

The Supply Chain Coordinator is responsible and accountable for overseeing all learning and development initiatives, assessing training needs and developing training plans for Supply Chain personnel.

8. Financial Management

The Supply Chain Coordinator is responsible for preparing and presenting monthly cash flow forecasts, developing and updating spending plans as required and developing operating budgets for the overall Supply Chain department.

9. Facilities Management

The Supply Chain Coordinator is responsible for overseeing the general maintenance of offices, facilities, property and equipment. He/she coordinates the allocation of workspaces, provides logistical support for the reception, installation and departure of expatriate staff. Coordinates the administrative management activities of the office: secretariat, management of various invoices, support to staff in the organization of national and international travel, support in the organization of workshops and other staff grouping activities. He/she contributes to good cooperation with government authorities and manages contracts with service providers.

He/She is responsible for the physical and electronic archiving of all correspondence of the Department.
