Background information- ECR

Based in Geneva, the Europe and Central Asia Regional Office (ECR) supports UNOPS offices throughout the region through: management, financial and programmatic oversight of global and country-specific portfolios, clusters and operations centres, including hosting services; fund and management advisory services; project implementation; procuring goods and services; and managing human resources.

ECR ensures that projects are executed to the highest standards, providing a shared knowledge base and ensuring that best practices and lessons learned are disseminated between business units and projects across the entire region.

 ECR strategy is to:

  • Strengthen UNOPS role in operationalizing the Sustainable Development Goals with particular emphasis on health, environment and economic development.
  • Position UNOPS in the Balkan sub-region, the Caucasus and Central Asia.
  • Strengthen the implementation of ECR global and regional programmes, with revitalized partnerships in infrastructure, procurement and project management.

ECR operates global portfolios from offices in Geneva, Brussels and New York, and country-specific programmes from its operations and project centres located in Eastern Europe and Central Asian countries.

The UN Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP’s Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities (http://www.unep.org/dtie/).


The Resources and Markets Branch leads work central to UN Environment's Resource Efficiency sub-programme and to the global sustainable consumption and production (SCP) agenda - delivering scientific, credible, innovative solutions to make sustainability central in government policy frameworks, business direction-making and in peoples’ lives. Science is the basis of the Branch's work, applying system approaches, complimented by methods such as life cycle analysis, urban metabolism, participatory action research and integrated analysis. Interventions target improving value chains, procurement processes, and use education and leisure activities like tourism as agents of change.  The Branch works through an extensive network of stakeholders to ensure sustainability solutions are applicable at all levels, particularly addressing cities which are driving resource use patterns, and within the context of developing countries' needs. 


The Consumption and Production Unit of UN Environment’s Economy Division promotes Resource Efficiency and Sustainable Consumption and Production (SCP) in businesses worldwide with special focus on small and medium sized enterprises (SMEs) in developing countries and emerging economies.


Scope of support: Consumption and Production Unit, Sustainable tourism programme 


The ICA will work with the Consumption and Production Unit of the Resources and Markets Branch. This post is located in UN Environment – Economy Division at the Paris duty station.

Functional Responsibilities

The ICA will support the Tourism and Environment Programme in partnership management, private sector engagement, and value chain approach activities for the project ‘Transforming Tourism Value Chains in Developing Countries and Small Island Developing States (SIDS) to accelerate more resilient, resource efficient, low carbon development’. 

Under the supervision of the Tourism and Environment Programme Officer/Head of Consumption and Production Unit, the ICA will have the following responsibilities:

Implement the strategy for private sector engagement
  1. Support the Programme Officer to ensure the participation of private sector in project related activities and promote implementation of project recommendations

  2. Facilitate the tailoring of the strategy with partners to respond to the country-specific situation

  3. Identify key stakeholders for supervisor review at the global, regional and national level to participate in the workshops and training activities of the Transforming Tourism Value Chains project; 

  4. Provide input in the design of the mechanisms to support private sector participation and partners’ implementation of activities with regards to private sector engagement

  5. Support in the review, jointly with local partners, the strategies and business model for implementation of the value chain solutions, to ensure it supports sustainable tourism, reduction of Greenhouse Gas emissions and resource efficiency. 

  6. Help to identify and mobilize local, regional or international co-funding opportunities. 

Support (virtual) workshop development and capacity building
  1. Support the technical organization of the meeting in terms of agenda, content setting for the meeting, coordination of speakers, prepare briefings and any other related tasks 

  2. Coordinate the development and implementation of capacity development related activities of the Transforming Tourism Value Chains in four countries, in cooperation with partners of the project;

  3. Draft concept notes related to the adaptation and implementation of eco-innovation, lifecycle thinking, plastics, and/or other UN Environment priority approaches in tourism value chains

Coordinate review of policies on climate change, resource efficiency, and tourism and post-COVID recovery plans, in target countries 
  1. Coordinate and provide administrative support to partners in the assessment of relevant Climate Change, Resource Efficiency, and Tourism policies and post-Covid recovery plans to identify enabling conditions, barriers, and gaps.

  2. Provide input to  the development of policy recommendations for selected value chain solutions

Develop and maintain a monitoring system and plans of action for the project on tourism value chains, in consultation with implementing partners.
  1. Ensure partners timely and execution of project activities

  2. Facilitate communication across project partners to ensure coherent and effective implementation of activities

  3. Collect feedback with implementing partners, agree on technical collaboration and develop plan of action and monitoring system

  4. Support preparation of Interim Report to donor

Support the implementation of the national Roadmaps and Action Plans for Low Carbon and Resource Efficient Tourism Value Chains 
  1. Support in the review of the Implementation Plans of the country roadmaps and action plans in the Dominican Republic, Philippines, Mauritius and St. Lucia.

  2. Support local partners in the coordination and planning of actions with stakeholder groups

  3. Facilitate the exchange of insights and experiences across focus countries and with other international/regional initiatives 


Explore and advance opportunities for outreach and synergy development 
  1. Support the Programme Officer in identifying and engaging with organizations and initiatives at the regional and global level to scale up and disseminate the results of the project

  2. Help to identify and mobilize local, regional or international co-funding opportunities.

  3. Prepare briefs with opportunities for collaboration

  4. Knowledge sharing, networking and exchange in regional/international events

  5. Selecting and compiling business cases, lessons and best practices

Education/Experience/Language requirements

Education

  • Advanced university degree in one of the following areas: business administration, international relations, environmental engineering or management with a focus on sustainable development or environmental policy; 
  • A first-level university degree (bachelor’s) in combination with required qualifying experience (additional 2 years) may be accepted in lieu of the advanced university degree.
Experience
  • A minimum of 2 years relevant work experience including direct experience with the private sector, and/or project management and administration, including coordination with industry and public-sector officials; At least 1 year at the international level is required.
  • Preferably prior knowledge of working in a UN environment and/or UN systems
  • Ability to exercise sound judgment and build relationships with key strategic partners;
  • Good technical understanding of sound business sustainability practices, sustainable consumption and production (SCP) issues, application of SCP or eco-innovation in business and policy sector, and experience or good understanding of the developing countries context is an asset.
  • Experience in a developing country context would be an advantage
Language
  • Oral and written command in English and Spanish is required.
  • Knowledge of other UN languages would be an advantage.
