The OSCE Mission to Bosnia and Herzegovina continues to play a vital role in strengthening the country’s ability to foster a sustainable and stable security environment, to strengthen Bosnia and Herzegovina’s governance, and to encourage its consolidation as a democratic society. The Mission supports political and education reform and works to promote and protect human rights of all citizens of BiH.
Under the overall supervision of the CFA, should you be selected for the position, you will provide strategic guidance and leadership in the management and co-ordination of procurement, building support, asset and supply management, logistic control and transport services within the Mission. Specifically, you will support the CFA in reviewing policies and formulating procedures to improve the Mission’s resource management and to streamline the provision of support services. You will work closely with the Chief of Budget and Finance in developing and presenting for endorsement to the CFA the annual Capital Expenditure Plan.
You will maintain liaises closely with the Mission Support Section in the OSCE Secretariat and act as the Mission’s focal point for review and development of material resources management policies and procedures within the OSCE common system. In addition, you will analyse and adjust work flows of all sections in your area of responsibility in order to optimise their effectiveness and efficiency while ensuring adherence to quality standards and OSCE Regulatory Framework. Furthermore, you will provide overall direction of the work of Material Resources Section staff, monitor implementation and evaluate the performance of staff supervised, assess staff development needs and prepare and implement an appropriate strategy. You will provide strategic vision for material resources matters in support of the overall FAU strategy and objectives and ensure that the Mission’s fixed and current assets are optimally allocated to support mandate implementation across all Mission components and guide any re-prioritization of resources in line with established priorities.

Tasks and Responsibilities | ||
As the Chief of General Services, should you be selected for the position, you will perform the following duties:
1. Providing strategic advice to the CFA on the material resources, logistical and support functions required to implement the Mission mandate; through status reports, statistical analysis and commitment to supply chain management, developing and implementing a service optimization plan to ensure continuous improvement in the quality and delivery of services to the mission’s staff and allow for efficiencies wherever possible;
2. Initiating the development and implementation of the Mission’s support work plan, ensuring co-ordination and monitoring of overall strategies for the general services activities and their consistent implementation in all Mission locations; ensuring that Mission staff are properly supported, guided and advised on the consistent application of organisational policies on asset management and on the establishment of asset replacement plans;
3. Ensuring effective supervision and co-ordination of the Mission’s procurement, materials management, buildings and transport units, including fleet management functions; overseeing logistics operations undertaken by the Mission within BiH or outside the AoR including preparation and submission of plans to the CFA as appropriate; Initiating submissions for the write-off and disposal of excess or damaged properties to the CFA/FMMC as appropriate;
4. Overseeing and co-ordinating the development of procedures, guidelines and policies to ensure that the Mission’s operational requirements are met; reviewing policies, procedures and practices for improved management of assets; interpreting and assessing the impact of policy changes and those made to the CRMS within the area of materials management and makes recommendations for follow-up action; identifying gaps and weaknesses in materials management procedures and practices, developing and implementing plans for improvement;
5. Acting as the principal administrative and logistical liaison between the Mission and other local international partners including EUFOR (Administrative tasks for access) and co-operation with Military operational and security plans in co-ordination with Mission Chief of Security;
6. Providing oversight and supervision for the procurement of diverse services and supply commodities, developing standards and criteria for the evaluation of all phases and aspects of the procurement process; managing the preparation of requests for large scale and major bids, including liaison with Secretariat staff, processing of specifications and other exhibits that may be required in the procurement process to ensure that all actions have been taken and all contracts have been issued in accordance with OSCE Regulations and Rules applicable to specific processes; formulating strategies and designs innovative solutions to resolve complex procurement issues; advising the CFA, Fund and Programme Managers on procurement issues and providing support and guidance during all stages of the procurement cycle;
7. Performing any other duties as assigned.

Remuneration Package | ||
Monthly remuneration subject to social security deductions is about US$ 5,080 to which is added Board and Lodging Allowance (currently EUR 113 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale.
