THE ASSIGNMENT

IDLO is seeking professional services to review the current financial management framework and update it into IDLO Financial Regulations and Rules and in addition to develop a Financial Manual that is reflective of the Regulations and Rules.

Objective

To review the current IDLO financial management framework, update it to reflect current Financial Regulations and Rules and to develop a Finance Manual that combines policies, procedures, and guidelines for use by IDLO employees.  The manual will, among other things, help establish financial controls within the organization that ensure accuracy, timeliness, and completeness of financial data.  

Tasks to be performed

The scope of services would inter-alia include: -

  • Review of the existing financial management framework and various finance policies, procedures, and guidelines.
  • Review Regulations and rules of similar UN / IGO’s to benefit from common practices.
  • Meet with members of the finance team as well as other employees that rely on the framework and finance manual in the conduct of their responsibilities, to gather any relevant information that will aid with the reviews.
  • Developing updated IDLO Financial Regulations and Rules
  • Developing updated IDLO Finance Manual
  • Provide support in training on the Regulations and Rules and Financial Manual policies, procedures, and guidelines

All approved policies as well as operational procedures should be included in the review.

Methodology

The consultant is requested to submit an inception report with a detailed work plan that includes a realistic timeframe in the form of an activity schedule / Gantt chart within two weeks of commencing of the assignment.

S/he should submit the proposed IDLO Financial Regulations and Rules within six weeks of commencing the assignment and the proposed IDLO Finance Manual within 10 weeks of commencing the assignment. The final report with recommendations is expected within 12 weeks of commencing the assignment.

The consultant will work with the Department of Finance and Support Services, other relevant departments and IDLO management to develop the Regulations and Manual by drafting and providing guidance on the various topics, including how the manual can be in line with various Donor Rules and Regulations, International Public Sector Reporting Standards (IPSAS) and the MS Navision ERP system used by IDLO.

Remuneration and Terms of Payment 

The Consultant will receive a consultancy fee to be paid in the following installments: -

  • First installment - 10% of the total fee shall be paid upon submission and approval by IDLO of the inception report (including timeframe) one week after commencement of the assignment.
  • Second installment - 10% of the total fee shall be paid upon submission of the DRAFT Financial Framework.
  • Third installment – 20% of the total fee shall be paid upon the satisfactory submission of the final draft of the proposed financial framework.
  • Fourth installment in the amount of 30% of the total fee shall be paid upon the satisfactory submission of the proposed Financial manual.
  • The final installment in the amount of 30% of total fee shall be paid upon submission and approval by IDLO of the final report that includes recommendations for the continued approach to maintain the documents. 

Ideal Candidate Profile

Interested applicants are invited to send: -

  • A short expression of interest clearly specifying understanding of the assignment, steps in the assignment, limitations, innovative suggestions as well as suitability and availability.
  • A detailed budget.
  • Portfolio or CV, indicating previous experiences in similar assignments with examples including experience in international public sector accounting standards.
  • The applicant should have provided consulting services in the development of Financial Regulations and Rules and the preparation of a Finance Manual for intergovernmental organizations with relevant business and finance qualifications.
  • Experience of working in the public sector with specific understanding of International Public Sector Accounting Standard – IPSAS will be preferred.

Languages

  • Fluency in English. (working knowledge of Italian and French would be an advantage)
