Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified individual to fill in the vacancy of Economic Recovery Field Officer to work in Daraa under an employment contract

DRC Syria

DRC has been actively operating in Syria since 2008 mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts and provide assistance to IDPs and the vulnerable resident population countrywide. Since then, DRC activities have been focused on NFI distributions, Shelter, WASH, Protection, Education, Livelihoods and Mine Risk Education in six Governorates (Damascus, Rural Damascus, Dara'a, Aleppo, Hama, and Homs). While Protection/community service activities are provided to beneficiaries throughout our six Community Centers.

About the job

Supervise the implementation of DRC Syria’s Economic Recovery Programme in Daraa governorates; including Economic Recovery registration, Vocational Training, Internships, Business start-up/Activation Grants, and Business Scale-up Grants; through direct, partner, and subcontracting modalities.

 

Duties and Responsibilities:

Strategy:

  • Maintain contextual awareness of the areas of implementations including beneficiaries’ needs, market needs, risks, challenges, and opportunities
  • Engage with strategy development processes and elicit/ ensure team input

Donors:

  • Understand donor requirements and apply within activity implementation, including communication to Economic Recovery team.

Workplans:

  • Understand, and coordinate implementation per agreed workplan/ implementation plan with manager
  • Develop and implement detailed activity workplans for Economic Recovery Field Assistants.

Reporting:

  • Produce or ensure production of field reporting inputs, per agreed reporting schedule and formats agreed with manager.

Planning expenditure and procurement:

  • Where expenditure is at field level; adhere to forecast and spending plan agreed with managers for each activity, alert Economic Recovery Team Leader when deviating from plan.

Delivery of targets:

  • Understand targets and communicate to Field Assistants; timely communication with Economic Recovery Team Leader when deviating from agreed targets (+/-) or timeline is delayed/ can be sped up
  • Input to procurement specifications and requirements in coordination with Field Assistants and Economic Recovery Team Leader.

Compliance with DRC’s administrative, logistics & procurement & financial SOPs:

  • Familiarize with, understand and apply SOPs.
  • Disseminate to/ advise field team on compliance.
  • Raise feedback/ issues to Economic Recovery AC when SOPs are not working.

Monitoring:

  • Ensure monitoring activities are understood, allocated, and followed up on by Field Assistants.
  • Ensure team is using monitoring tools, and Sigma when rolled out.
  • Produce or ensure production of field monitoring reports.
  • Amend implementation based on feedback elicited through monitoring and agreed changes with Economic Recovery Team Leader.

Targeting:

  • Understand beneficiary selection criteria and targets in specific areas and by the donor, seek clarification from Economic Recovery Team Leader when not clear.
  • Receive training on and disseminate training to Field Assistants on new tools.
  • Ensure adherence to Economic Recovery SOPs.
  • Ensure completed paper beneficiary assessment and selection tools are consolidated electronically, including on Sigma.

Evaluation, learning, and research:

  • Ensure documentation is up to date and systematically organized to enable access by evaluators.
  • Document lessons learned at project junctures.

Information Management:

  • Utilize and ensure team utilization of the SIGMA (Registration program in DRC).

Internal cooperation:

  • Regularly update Economic Recovery Team Leader with support requirements at field level, activity progress/deviation.
  • Raise challenges to Programme Manager when support is not provided appropriately/timely manner.

External representation and coordination:

  • Deputize for Economic Recovery Team leader/ Economic Recovery Programme Manager, as required, cooperation/liaison with coordination fora; RCM; donors; INGOs and LNGOs; Ministry partners

 

About you

To be successful in this role we expect you to have

Required

  • Bachelor’s Degree in Economics, development, or similar relevant education.
  • Minimum of two years of experience with NGO in related activities/projects in Syria.
  • Minimum one year experience in implementing Livelihoods/ Economic recovery interventions.
  • Fluency in both spoken and written Arabic language
  • Good computer skills, including Excel.

Desirable

  • Good spoken and written English language

We offer

Contract Length:  up to six months contract, renewable dependent on both funding and performance.

Salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for National Staff
