The United Nations General Assembly resolution 71/251 established the Technology Bank for Least Developed Countries and adopted its Charter on 23 December 2016. The objectives of the Technology Bank include strengthening the science, technology and innovation capacity of least developed countries; and promoting the development and implementation of national and regional science, technology and innovation strategies. 

In May 2020 the United Nations Technology Bank, together with the UN Development Programme (UNDP), UN Conference on Trade and Development (UNCTAD) and the World Health Organization (WHO), launched the Tech Access Partnership (TAP) today as part of a coordinated approach to strengthen developing countries’ responses to COVID-19 and increase access to lifesaving health technologies.

This position is remote based but might require travel to Technology Bank for the LDCs headquarters in Gebze, Turkey. It can be done remotely but might require future travel to Gebze, Turkey. Organizational Setting and Reporting Relationships:

The objectives of the Technology Bank include strengthening the science, technology and innovation capacity of least developed countries; and promoting the development and implementation of national and regional science, technology and innovation strategies. 

Functional Responsibilities

To fully realize the objectives of the Technology Bank including the operationalization of the Tech Access Partnership (TAP) programme for Covid-19 technologies, the support of Digital Platform Product Lead is required.

The TAP Product Lead will support and lead the building of digital platform for the Technology Access Partnership programme including articulating the digital platform’s: technology requirements; privacy, security and accessibility standards; and the functionalities for different users. 

Under the guidance of the Managing Director, the TAP Product Lead will undertake and deliver the following;

  • Translating TAP’s abstract vision into reality by articulating business strategy, client needs and implementation vendors.
  • Advising TAP’s working teams on how to successful execute their strategic vision with digital means. This includes translating business and user needs into technical requirements and organizing the steps required for the next product iteration.
  • Coordinate all aspects of agile deliverables required for a technology team to build a successful digital platform. This includes hands on development of storyboards, wireframes, product prioritization, backlog, user stories, acceptance criteria, product KPI and monitoring/tracking.  
  • Coordinating the product development team, including defining features and product backlog, development prioritization, quality assurance and final acceptance of developed software.
  • Setting up and tracking of analytics for TAP digital platform. This includes adopting a data driven approach that involves analytics reports and constantly analysing user feedback to inform product strategy and roadmap.
  • Developing Product Roadmap with different iterations and stages of the product development.
  • Delivering a working technology platform, complying to UN high quality, accessibility and security standards. This includes managing project risks and issues with all stakeholders involved and responsibility for the management of project scope, budget and timelines.
  • Communicate with stakeholders across the board, including customers, business managers, and the development team to make sure the goals are clear, and the vision is aligned with business objectives.

Education/Experience/Language requirements

Education: 

  • Advanced university degree (Master’s degree), preferably in Computer Science, Business or related areas;

  • 2 additional years of relevant work experience, in combination with a relevant first level university (bachelor’s degree or equivalent), may substitute for the requirement of a master’s degree.

Experience: 

  • 5 years of experience leading product and/or cross functional teams, with proficiency proficient in all aspects of the agile process.

  • Knowledge and understanding of technical engineering best practices (e.g., test driven development, continuous integration, etc.)  

  • Experience building consumer quality products, enabling business capability and objectives through technology. Expertise within the public or private health industry is a plus.

  • Proficient with drawing storyboards, creating wireframes, creating / ‘grooming’ product backlogs, writing user stories and developing acceptance criteria. 

  • Proficient project manager that can plan 2-3 steps ahead of the team and surface hidden risks 2-3 levels deep within the team. 

  • Excellent analytical skills, and data driven approach to constantly analyse user feedback and analytics report. 

  • Excellent communication skills with the ability to guide UN teams towards agile methodologies and best practices
