Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the direct supervision of WHO Incident Manager, the UN Volunteer will undertake the following tasks:

Support the planning and design of activities and initiative for common communications, advocacy and outreach initiatives in line with the WHO communication strategy and adapted to the local context;

  • Elaborate and execute activities in line with the communication strategy.
  • Quality control WHO’s common interventions and support WHO communication group members, technical staff and WHO Representative on outreach activities to ensure a coherency and accuracy.
  • Identification and development of storylines for publications and substantive programme related articles to be published on web and in other media.
  • Ensure that healthcare workers know how to engage with patients and care givers, detect possible cases, communicate with patients about COVID-19, and report to the relevant health authorities and also to protect themselves in context of their exposure to the disease.

Support the WHO Representative in his capacity as spoke person of the WHO Guinea-Bissau country Office:

  • Prepare and support formulation of background notes, speeches and talking points for public appearances.
  • Advice on outreach activities with press and other communication target groups.
  • Draft and disseminate common press releases commemorating international days and other major events.

Contributes to the design and content of the website, print publications, social media channels, original content, and other outlets that help WHO engage with relevant communities and supporters.

  • Upgrading of the WHO website in terms of design, content and raise the public awareness of the site.
  • Preparation of the content for the web sites ensuring consistency of the materials.
  • • Development of products (e.g. guidelines resulting from information generated in the COVID-19 inventory). 
  • Support capacity building of local actors in risk communication and community engagement;
  • Ensures the donor’s and organization’s brand identity and enforces its guideline to maintain consistency across initiatives, productions, and channels and clear visibility of the EU in compliance with the guidelines.
  • Documenting response activities by WHO/EU, ensuring that people have confidence in the EU, WHO and the public health sector at this critical time.

Facilitation of knowledge building and knowledge sharing within the UN system and communication working groups in Guinea-Bissau

  • Support the identification and analysis of risk factors linked to epidemics, social determinants interfering in the prevention and control of epidemics as well as that of populations at risk;
  • To ensure participation of and engagement with relevant communities to work out barriers to the implementation and uptake of public health measures;
  • To ensure consistency in information and language from all partners and avoid misinformation/rumors;
  • To ensure that people have the life-saving information they need to protect themselves and others from COVID-19 and to reduce its impact on health, stigma and discrimination;
  • Analyse and support monitoring of communication activities and assessment of impacts and results.
  • Effective respond to inquiries for information material and knowledge products.
  • Advocacy and promotion of WHO mandate, mission and purpose in the country.
  • Identification and synthesis of best practices and lessons learned directly linked to programme country goals and activities.
  • Provision of weekly information to UNCT on WHO activities.
  • Other duties and responsibilities as assigned. Depending on the needs, the candidate may be called upon to perform other tasks defined by WHO.
Qualifications/Requirements Required degree level: Master degree or equivalent Education - Additional Comments:

Master in Public health, communication, journalism, publishing, business management or other relevant domains.

Required experience: 36 Months Experience remark:
  • Experience at national and or international level in public relations, communications, administration and advocacy.
  • Experience in developing websites and handling of web-based management systems.
  • Experience in use of social media (content development, posting, listening, handling campaigns/advocacy presence, moderation for group discussion .
Language skills:
  • Portuguese(Mandatory), Level - Fluent
