Background

UN Women joined UNAIDS as co-sponsors under UNAIDS Unified Budget, Accountability and Result Framework (UBRAF). The UBRAF is an instrument to translate the UNAIDS Strategy into action, mobilizing the contributions of UNAIDS Cosponsors and Secretariat to support the achievement of the Targets of the Political Declaration on HIV/AIDS (2011). Under this mechanism, UN Women project in Indonesia is carrying out a number of initiatives to integrate gender equality and human rights principles into national HIV/AIDS response. The program will engage HIV/AIDS key government institutions, UN agencies, and community representatives of Women Living with HIV (WLHIV).

 

Indonesia face prevailing challenges of the HIV epidemic particularly in relation to persistent gender inequalities that have caused higher risks of infections among women and girls. Of the 620 000 adults living with HIV, 220 000 (35.48%) were women. New HIV infections among young women aged 15–24 years were more than half of those among young men: 9600 new infections among young women, compared to 14 000 among young men (UNAIDS, 2018).

 

Along with the number of women living with HIV (WLHIV) in Indonesia continues to increase at the same time they also face particular challenges, including stigma, discrimination and violence. The WLHIV are very vulnerable to experience various forms of violence such as physical, emotional, sexual and psychological violence which leads them to the poor quality of life. As quoted by Aryal, 2012, globally around 60-75% of physical violence and 32 to 36% of sexual violence committed by intimate partners of women living with HIV[1]. Intimate partner violence also makes them more vulnerable to depression and non-adherence with their antiretroviral therapy, which can weaken their immune system. However, IPV is an iceberg phenomenon because it is difficult to express, and, in the Indonesian context, it is a social taboo, especially among women living with HIV.

 

In 2019, UNFPA together with the Ministry of Health have developed the Intimate Partner Notification guidelines key populations and PLHIV. The guideline has been piloted in 5 cities, namely Jakarta, Bandung, Surabaya, Denpasar and Makassar in 2019. To respond to problems related to intimate partner violence, UN Women contributed to the implementation of the guideline by developing an operational procedures standard to address the issue of violence and to impede in the intimate partner relationships of key populations and PLHIV called it as the Standard Operational Procedure Intimate Partner Violence (SOP IPV). This SOP became an integral part of the Intimate Partner Notification guideline and appreciated as a tool to leverage interventions addressing intersectionality of VAW and HIV.

 

In order to gain its lessons learned from trial of implementation of this SOP during 2019, in early 2020, UN Women conducted a review workshop to share the findings and discussed the improvements that can be implemented by the outreach workers as the front-liners of the SOP. Among others, one key lesson is the importance to strengthen capacity of outreach workers in particular their understanding on VAW, what constitutes VAW and how to screen those who are potentially victims of violence and provide appropriate response including accessing the referral services on VAW as required by the victims. Further, to better implementation of the IPV SOP, there are three parties to be intervened, namely Outreach Workers, Intermediary Organization and VAW service providers.

 

Identified also in the abovementioned review workshop, three strategies to better implementation of the SOPs on Intimate Partner Notification with Operational procedures on reduction of Intimate Partner Violence (IPV). They are: 1) Increase capacity of the outreach workers in the implementation of Guidelines on IPV-IPN to ensure screening is done properly and referred to respective service providers in five selected key-cities in Indonesia; 2) Strengthening capacity of intermediary organization to provide response to VAW cases and ensure its follow up with the service providers; and 3) Increase existing integrated service provisions on VAW with emphasize on its intersection with HIV by service providers in selected five key-cities.

 

Indonesian Women Positive Network (IPPI), a nation-wide network membered by women living with and affected by HIV has initiated a number of activities linking GBV and HIV. Its established in 2006 in Jakarta and now their work covers 25 provinces in which led by 25 women as Provincial Coordinator. IPPI has an experience in implementing the UN Trust Fund project (2014-2015) through which an integration VAW and HIV services was implemented in two cities in Indonesia. The project aimed to increase awareness of the general population on the linkages between HIV and VAW and the available services in their community through the involvement of media. The network also working on the issue of Prevention of Mother-to-Child Transmission-PMTCT, IPPI developed and training on a user-friendly Community Book ‘Arumi Adventure Book’ that has been also used by health service providers to educate public and patients on HIV. Through their network, IPPI has initiated pregnant women peer support group (Emak Club), that reached 547 mothers who are living with HIV and children who were born HIV free. Some members from this Emak Club involved in the piloting Implementation of Partner Notification and Prevention of Intimate Partner Violence among People Living with HIV.  Given their experience and commitment to continue their work at all levels:  advocacy for a better policy and regulations, capacity building of their members and direct support to WLHIV on prevention and handling of VAW, IPPI has been perceived as strong organisation to carry out the role as intermediary organisation. The intermediary role that IPPI will be carried out is to link the WLHIV and intimate partners experienced VAW to the appropriate responses including with the service providers such as integrated service centers run by the Government (P2TP2A) and community-run (Women Crises Centers).

 

With the Covid-19 pandemic that also increases vulnerability of WLHIV to violence and access to health services, it is important to equip outreach workers and service providers on respective protocols on VAW and on HIV related. And therefore, strategies in implementing IPN-IPV will also include capacity building in response to the situation during and beyond Covid-19 pandemic.

 

In this regards, UN Women Indonesia seeks qualified national candidate to carry out series of capacity building of intermediary organization to implement Intimate Partner Violence (IPV) Screening as part of Intimate Partner Notification Program (Partner Notification) Standard of Procedures.

Under the supervision of UN Women Representative for Indonesia and, direct supervision of UN Women Program Specialist, the consultant shall undertake the following tasks:

  • Understand the capacity building needs and develop Capacity Building Plan for Intermediary Organization on IPV Screening and technical capacity to strengthen linkage with service providers.
  • Develop the curriculum/ adapt existing curriculum, based on the need of the Intermediary Organization for capacity building
  • Conduct trainings based on the Capacity Building Plan and curriculum to strengthen capacity of intermediary organization as an institution and working in partnership with its network members as outreach workers.
  • Conduct trainings for both intermediary organization and the service providers to address the linkage between HIV and VAW, also to include dimension of response on Covid-19 pandemic.
  • During consultation, facilitate coordination meetings among intermediary organization, outreach workers and VAW service providers to monitor progress of implementation of IPV Screening and trouble shootings when needed.
  • Provide mentoring support to the intermediary organization, outreach workers and VAW service providers, as needed
  • Provision of reports of implementation of IPV Screening in relation with SOP IPN-IPV specifically in 5 pilot cities and forward recommendations for scaling up.

Essential knowledge and experience: 

 

  • Hands on experience in designing, implementing and monitoring development of policies and program for HIV response in Indonesia.

Required qualification

 

The consultant is required to have the following selection criteria:

 

  • Advance study in Gender Studies, Public Health, Development Studies, Human Rights, Social Science or other related fields.
  • A minimum five years demonstrated experience working related to in the field of HIV/AIDS and/or VAW/ Gender Equality in Indonesia.
  • Excellent reporting and communication skills particularly in Bahasa Indonesia and communication in English.

 

 

Applications will be evaluated based on the cumulative analysis.

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

 

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those qualified technical candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
