Background:

The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the United Nations Humanitarian Response Plan for 798, 000 Libyans and non-Libyans in urgent need of humanitarian assistance of which 553, 705 individuals are reported to be in need of health assistance including 71,514 host community and non-displaced Libyans, 171,674 returnees, 254, 317 mixed migrants and 56, 160 internally displaced persons (IDPs). The IRC launched an emergency program in September 2016 in Libya that provided medical care, medicines, and medical supplies in hospitals and primary health care centers (PHCCs) in Misrata. Since then, the IRC’s health programming has expanded to a mobile medical team model (MMT), made up of Libyan staff, to provide primary health care services in PHCCs in Misrata and Sirte, and in two detention centers in Tripoli. As the IRC tries to integrate programming wherever possible, the MHT in Misrata also includes GBV case managers, targeting women and children. In addition, IRC will lead a consortium comprising Primary Care International (PCI) and Premiere Urgence Internationale (PUI) to support the Libya MoH strengthen services for non-communicable diseases (NCDs). And, a consortium includes the IRC (lead applicant), ACTED, PUI, and WWGVC

 

IRC Libya is currently undergoing an expansion, with increased Health-focused interventions in Tripolitania, Cyrenaica and Fezzan under which the IRC will provide primary health care services and GBV case management in static PHCCs and through mobile teams, working with Libyans and non-Libyans.

 

Job Overview/Summary:

This position is responsible for overall quality of clinical management of cohorts of clients enrolled under AICS funded program for Recovery, Stability and Socio-economic Development in Libya “Italian Cooperation Component: A project title “Libya Equal Access and Development for Recovery (LEAD for Recovery). The AICS funded project will be implemented by the IRC in partnership with Libya MoH. Department of health (DoH) and the Project Management Department (PMD) aiming to recovery of local communities, including migrant populations on the move and returnees, is enhanced through inclusive access to quality basic services; Basic services upgraded through supply of equipment and building rehabilitation and maintenance; Service providers’ personnel capacity built in efficient and inclusive management, operation and maintenance of the upgraded health care facilities; And, Awareness raised among the target population on inclusive access to basic services and key protection information.

 

Particular responsibility of the position will be overall leadership in ensuring quality construction work is done at the following health facilities and schools in Bani Walid municipality:

-Health:External polyclinic (Alsoog area), Emergency unit (Bani Walid center), Jomla, Alhasna, Elmardoum, Eshmeikh health centers, Bani Walid General Hospital

-School building maintenance at: Alejla, Alqadesia, Tadamon, Iben Khaldoon, Almostagbal schools

-Coordinate with the area team leader the provision of Sewage collection vehicles to: Grara, Tinai, Elmardoum

 

The position will work with DoH, PMD and clinic staff to conduct joined assessment and completion of work. The position is based in Bani Walid with daily travels to the clinics.

 

MAJOR RESPONSIBILITIES:

  • Directly responsible for the planning, implementation and monitoring of assigned activities in line with project requirements and specifications.
  • Manages the processes for all construction, rehabilitation, and maintenance in the health facilities in coordination with the Health Manger and stakeholders.
  • Identify implementation challenges and opportunities and raise these to the Health Manager and the Senior Medical Team Leader and Area Team Leader.
  • Prepares engineering reports, and summarizing data and trends; entering data and generating reports and presentations; performing calculations.
  • Oversees the maintenance works including supervision of the contractors (the responsible company) working on the site, providing technical support as required to ensure technical quality and timely response.
  • Keeps supplies ready by inventorying stock; placing orders; verifying receipt.
  • Ensuring project progress is documented, integrating IRC procedures in all aspects of project.
  • Maintains and improves quality results by completing quality assurance tests; following standards; studying, evaluating, and re-designing processes; implementing changes.

In consultation with the Supply Chain Unit, manage daily relationship with the stakeholders, and local authorities’ engineers at the field level and the team leader in the field level.
