Description of task

Within the delegated authority and under the oversight of the Resident Representative and the direct supervision of the International Operations Manager, the UN Volunteer Supply Chain Management Specialist (SCMS) will support strengthening of the existing systems and procedures for quantification, forecasting, procurement, storage, and distribution of Reproductive Health commodities (RH commodity) to the last mile in both development and humanitarian settings. The SCMS will work with RH commodity stakeholders including: Nouvelle Pharmacy (NPSP), Reproductive Health Division and AIDS Control Programme (ACP) at the Ministry of Health; National Drug Authority (NDA); National Medical Stores (NMS); Joint Medical Store (JMS); Cote d’Ivoire Family Planning Consortium; RH Commodity Social Marketing Agencies; and District Health Teams (DHTs) to ensure RH commodity security in the Country.

S/He will contribute to the procurement harmonization within UN agencies, as part of implementation of UN reforms. S/He will organize the capacity development of UNFPA Programme staff, implementing partners and external parties and knowledge management on all aspects of Supply Chain Management and logistics management implementation and organization.

S/He would be responsible for:

Supply Chain Management:

  • Provide technical and functional support to the UNFPA Country Office, Ministry of Health, Implementing Partners, and other relevant Reproductive Health Commodities Supplies partners to ensure sustainable supply of RH commodities and other related supplies.
  • Participate in coordination of RH commodity assessment, quantification, forecasting, planning, procurement, storage, distribution and management at the central and district levels.
  • Harmonize the Health Development Partners’ inputs and procurement modalities for RH commodities (including condoms).
  • Participate in assessment and monitoring RH commodities – including condoms - supply pipeline up the last mile.
  • Participate in strengthening capacity for the supply chain management system at the central, district and facility levels.
  • Provide technical support supervision to the districts and service delivery points on logistics management.
  • Support in generation of national and district-specific RHCS strategic information for evidence-based advocacy and programming.
  • Support quarterly reviews of the procurement plans and taking systematic action to implement the procurement plans in collaboration with the relevant programme staff and partners;
  • Submit complete, well-defined and quantified quarterly procurement requests and Atlas Requisitions to Procurement Service Branch (PSB) in a timely manner;
  • Ensure effective and efficient use of UNFPA’s and external partners’ resources allocated for procurement;
  • Maintain effective and constructive communication with PSB on a continuous basis in order to take proactive actions on Reproductive Health procurement related matters;
  • Ensure timely coordination of logistics related matters such as obtaining import permits as required, product registrations, arranging waivers, etc.
  • Ensure that Ministry of Health and other Implementing Partners are ready to receive the shipments;
  • Organize ‘’Keep cool chain’’ requirements when applicable including organization of adequate storage, space and transportation from airports;
  • Assist timely completion of customs clearance and in-country transportation, distribution plan and Handover of commodities to IPs;
  • Submit quarterly analytical report on logistic related matters.
  • Act as the capacity development focal point of the Country Office on procurement and supply chain;
Qualifications/Requirements Required degree level: Master degree or equivalent Education - Additional Comments:
  • Master or Equivalent University degree Diploma in Supply Chain Management, Procurement, Public or Business Administration, Accounting, Economics, or other related field in Business Administration, Finance, Economics, related field.
  • Prior training in procurement and supply management, and logistics management for Health Commodities is desirable.
  • Complementary qualifications in public health, pharmacy or medicine an asset.
Required experience: 48 Months Experience remark:

Qualifications, skills, experience:

  • At least 4 years professional experience in procurement supply chain management, or operations, preferably in public or private sector procurement, logistics, marketing, public or business administration, commercial related disciplines or program at local level, preferably in organizations working in international development or public sector institutions.
  • Experience from non-governmental organizations, non-profit organizations and private sector will also be treated equivalent;
  • Ability to work under pressure and excellent and human relation skills;
  • Logistic experience with central medical stores or comparable institutions highly desirable;
  • Knowledge of UN Operational Rules and Regulations; direct working experience applying and handling UN Operational rules and regulations would be an advantage;
  • Excellent working knowledge of MS Office (in particular, applications related to database and data analysis), ERP systems such as PeopleSoft or alternatively Oracle, E-filing system and other software applications is a strong advantage;
  • Experience in working with international procurement and logistics or business operations is desirable;
  • Familiarity with ATLAS will be an asset;
  • Knowledge of reproductive health related commodities and medical terminology is an asset;
  • Experience from working with UNFPA or another UN agency is an asset;
  • CIPS 2 Certificate is an asset.
