Description of taskUnder the responsibility of the Director of Electoral Affairs Division and under the direct supervision of the Chief of Operations, the UNV Electoral Logistics Officer will undertake the following tasks:
- Provide technical assistance to the Electoral Management Body (EMB) activities in the design, production, distribution, collection and safekeeping of electoral materials;
- Follow- up the logistics and support plans for the timely deployment of electoral material;
- Assist the Ministry of Territorial Administration and Decentralization (MATD), the General Delegation on Elections (DGE), the Commission Electorale Nationale Indépendante (CENI) staff to follow UN standard operating procedures with regards to the use of United Nations transport assets for both PAX and Cargo;
- Prepare reports on personnel and material movements and other operational logistics issues;
- Ensure that logistics requirements take account of needs;
- Assist the Electoral Management Bodies (EMB) in the construction and management of the warehouses for electoral materials (sensitive and non-sensitive) at national and local level as well as the inventories, technical specifications, acquisitions and deployment of electoral materials;
- Liaise closely and regularly with Movement Control Section (MOVCON) and Air Operations Unit (AIROPS), providing support to the Ministry of Territorial Administration and Decentralization (MATD), the General Delegation on Elections MATD, (DGE), Commission Electorale Nationale Indépendante (CENI) and the Regional Offices on logistics matters;
- Ensure the preparation of MOPs, SFR, CMR as well as any other relevant logistics requests to support electoral assistance provided through the Mission Regional Offices;
- Support the Logistics Unit in requisitioning and maintaining an updated list of the component’s assets and their locations;
- When working with (including supervising) national staff or (non-)governmental counterparts, the incumbent should set aside dedicated time for training, coaching, mentoring and capacity development.
- Perform other related duties as required.
University degree (Masters or equivalent) in Logistics, statistics, international economics, law, public administration or other related disciplines. In the absence of these requirements, the completion of professional training in electoral studies and administration of electoral programmes or electoral process, certified by a second year Diploma.
Required experience: 36 Months Experience remark:A minimum of three (3) years’ experience in electoral operations or administration and familiarity with election related legislation and international standards in the election field.
Language skills:- French(Mandatory), Level - Fluent
- English(Mandatory), Level - Fluent
Good knowledge of electoral processes, field and electoral logistics experience.
