Eligibility criteria

Description of task

Under the overall guidance of the Senior Management and under the direct supervision of Communication Analyst and the Program Coordinator of the COVID-19 Response of UNDP, the UN Volunteer will be expected to perform the following tasks:

Information Management Responsibilities:

  • Supervise and coordinate closely with national Community Volunteers to collect, reconcile and analyse the information on COVID -19 response workers in Liberia and escalate potential issues or discrepancies to the attention of the Program Manager/Coordinator.
    • Support Communication analysis, dissemination of relevant information on COVID-19 Response Workers (CRWS), including but not limited to:
      • Catalogue the number of CRWs by agency, location, and category.
      • Collate data from Community Volunteers, analyse, identify and address Information management gaps.
      • Coordinate/facilitate information sharing among RCO, UN agencies, Government, NGOs etc;
      • Coordinate interagency information management activities at the all levels relating to the fight against COVID-19.
      • Coordinate country-based information to ensure consistency and coherence in information dissemination.
      • Establish and maintain information databases that consolidate, analyse and report/disseminate information critical to decision-making for the National COVID-19 Coordinator and the UNCT.
      • Prepare Situation reports in the area under his/her responsibility.
      • Organize workshops to raise awareness about the specific roles and functions of community in the fight against COVID-19.
      • Support the design of Risk Communication and Prevention materials (flyers, posters as well as audio-visual material for dissemination.
  • Collaborate closely with the WHO/UN Information and Database Management Volunteer responsible for creating and maintaining the database for the Payment Programme for COVID-19 Response Workers.
    • Feed information into the database in real time and ensure accuracy of information collected; and
    • Provide feedback regarding database to ensure ease of use and continuity.
  • Develop reports, analysis or policy briefs regarding the programme and conduct trainings for partners on the process/database, as requested.

Partnership Development and Relationship-Building:

  • Assist Programme Manager/Coordinator to build relationships with UN partners (national governments, ministries, civil society actors, among others) and represent the Program Manager/Coordinator, as necessary.
  • Work with UN agencies to ensure dynamic and coordinated communication on the COVID-19 response, particularly regarding Community Engagement.
  • Ability to determine and assess partner needs and report to the Program Manager/Coordinator
  • Develop system for data collection from partners to feed into regional database created.
  • Establish linkages among the local communities, development partners and the Community Volunteers.
  • Support to increase the representation/participation of women and socially excluded groups in the COVID-19 response.
  • Collaborate with partners regarding CRWs locations and engagement with the communication.
  • Contribute to design of reports and information dashboards.

Management support:

  • Support the payments- strengthening strategy as part of essential services.
  • Support to monitoring, evaluation and learning and reporting for internal and external stakeholders on the implementation and evolution of the payment system strengthening strategy.
  • Take minutes and prepare presentations and documents for internal meetings and/or with external parties and stakeholders.
  • Support dedicated personnel in the field as well as in office, through the compilation of relevant materials
  • Support Programme Manager with data relevant to the work and needs of CRWs, in each location, agency responsible for payments, etc.

Communication:

  • Ensure all data and documents are in a secure and organized repository and the production and dissemination of tools as well as regular news updates.
  • Ensure and coordinate functioning communication mechanisms with all agencies, making sure that all key actors involved in the process have and share all relevant information, reaching decision-makers in a timely-manner.
  • Take primary responsibility for payments’ stakeholders communications.
  • Record lessons learnt to strengthen resilience in crisis management over time to the national Governments.
Qualifications/Requirements Required degree level: Bachelor degree or equivalent Required experience: 24 Months Experience remark:
  • With Bachelor’s degree, must have work experience of 2 years in related field, preferably in developing countries and/ or in management capacity: previous experience as a volunteer and/or promotion of volunteerism will be an asset.
  • Experience with partnership development or management, some financial management or cash transfer experience, and/or staff management is an asset.
  • Excellent reasoning and reporting skills are essential. Must be able to report information to partners and the public in a diplomatic and nuanced way.
  • Experience in with institutional communication in a crisis background is preferred.
  • Solid computer skills, including full proficiency in various MS Office applications (Excel, Word etc) and other IT applications and office technology equipment;
  • Ability to perform duties under stress and in insecure, isolated and potentially hostile environments;
  • A demonstrated ability to work effectively in a multi-cultural and dynamic environment;
  • Have affinity with or interest in humanitarian relief, crisis situations, volunteerism as a mechanism for durable development, and the UN System.
