Education:

First-level university degree in public/business administration, management, finance, personnel management or related field or proven professional experience in all aspects of general administration (personnel, finance, etc.)

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum of six years of responsible professional experience in the area of general administration, finance or a related field;
  • Experience in an international organization, preferably in a mission environment;
  • Experience in planning, organizing and tracking execution of complex administrative activities;
  • Ability to brief complex issues and plan comprehensively, accurately and coherently;
  • Effective interpersonal and communication skills, able to influence effectively and build partnerships and consensus in teams and with stakeholders;
  • Experience in working successfully in teams composed of staff with different professional, national and cultural backgrounds;
  • Demonstrated diplomatic and negotiating skills, tact, discretion, as well as knowledge of diplomatic, military or business protocol;
  • Gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Professional fluency in the English language, including oral and written communication skills;
  • High level of skills with MS Office packages to include Project, as well as internet-based communication and meeting packages.

Desirable:

  • Some knowledge of the OSCE principles and commitments;
  • Familiarity with Enterprise Resource Planning (ERP) packages such as ORACLE, IRMA or others;
  • Working knowledge of Ukrainian and/or Russian language(s).
 
 
 
 
Tasks and Responsibilities

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Under the overall guidance of the Director of Administration of Finance (DAF) and under the direct supervision of the Planning and Co-ordination Officer, as Associate Planning and Co-ordination Officer, you will perform the following duties:

  1. In co-ordination with the Planning and Co-ordination Officer, following up, inter alia, with OSCE senior staff, OSCE Secretariat, OSCE Field Operations, other international organizations and diplomatic missions on matters that concern DAF Office activities and the Mission's programmes;
  2. Supporting the Planning and Co-ordination Officer to handle and plan the follow-up to DAF's tasking and co-ordinating incoming requests; ensuring that timely and appropriate action is made, such as initiating meetings for DAF, compiling inputs, preparing draft responses;
  3. Overseeing DAF's correspondence (e-mail) and ensuring timely follow-up and action;
  4. Reviewing incoming documents, reports and letters addressed to DAF office and making recommendations for further disposition or action;
  5. Reviewing outgoing documents, briefings, reports and letters from DAF office in order to ensure accuracy in substance, and grammatical and stylistic quality;
  6. Tracking ongoing activities within the DAF office, following up with other staff members and DAF units to ensure timely completion of internally and externally generated requirements;
  7. Providing organizational and administrative assistance and advice to Planning and Co-ordination Officer for the smooth running of the Office; assisting in the co-ordination and planning of visits and duty trips;
  8. Acting on behalf of Planning and Co-ordination Officer in their absence;
  9. Performing other duties as assigned.
