Organizational Setting

The Office of Human Resources (OHR) develops, recommends and facilitates the implementation of human resources policies, procedures and services and advises management on appropriate measures and strategies to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce. OHR administers the Organization's human resources management programmes, in particular in the areas of human resources policy development, position management, recruitment, mobility, training and social security. It supports the HR Units and staff throughout the Organization, in the SSC and the Regional Offices, to ensure that HR processes and programmes are delivered in a consistent, effective and efficient manner.

The Learning and Performance Branch (OHRL) supports the identification of learning needs across the Organization (HQ and Decentralized Offices), and the design and development of learning programmes for FAO’s corporate policies, technical and functional areas to strengthen and continue to build a wide range of skills and ongoing professional development.

FAO International Consultant and Call purpose

A consultant/PSA is engaged by the Organization to provide expertise, skills and/or knowledge for the performance of a specific task or piece of work, which would be short-term by nature. The assignment will involve full-time functions. The possibility of extension is subject to satisfactory performance and dependant on the availability of resources and the needs of the Organization.

Reporting Lines

Selected applicants will work under the overall guidance of the Senior Human Resources Officer, and under the direct/functional supervision of the Human Resources Officer, working in close collaboration with other FAO Divisions.

Technical Focus

Area\: Communication, particularly in the area of Performance Management

Focus\: Design, develop, implement and deliver training material/content and on-line learning initiatives for FAO’s performance management process.

Tasks and responsibilities

The consultant/PSA will contribute and provide support to the communication, implementation and monitoring of the performance management process in FAO.

The assigned tasks and responsibilities can include the following elements\:

  • Prepare guidelines, communications, online resources and training activities centred around FAO’s performance management process and based on good practices
  • Identify guides and policies that are needed to complement the existing performance management support documentation, in consultation with the HR performance management team and other internal stakeholders
  • Conduct research on good practices on performance management, including rewards & recognition
  • Contribute to the assessment of training needs and design and facilitate interactive e-learning events including workshops, webinars and blended learning programs in various areas of performance management
  • Evaluate performance management initiatives and recommend ways to enhance effectiveness and impact
  • Assist supervisors and staff members with understanding and using the Performance Evaluation and Management System
  • Assist the team with ensuring compliance with the performance management process, conduct follow up as needed
  • Assist with the preparation of policies, position papers and briefing notes as needed
  • Liaise with the social media team in the Office of Corporate Communications to undertake special targeted campaigns as needed
  • Other projects and initiatives within the team, as required

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
  • University degree in Communications, Social Sciences, Human Resources or related field
  • At least 2 years of proven extensive experience in communications and/or training initiatives, preferably with some experience in human resources

For PSA\: Working knowledge of English.

For Consultants\: Working knowledge of English and limited knowledge of one of the following, French, Spanish, Arabic, Chinese, or Russian.
