IRENA is an inter-governmental organisation, mandated by Governments worldwide to promote the widespread and increased adoption and sustainable use of all forms of renewable energy.

The IRENA Secretariat, next to its programmatic work pertaining to renewable energy, ensures effective support to Members in an accountable and transparent manner with a view to meeting the needs of the entire membership. The Governance Support Office within the IRENA Secretariat serves as contact point for all Members of the Agency. Among other things, it supports the intergovernmental meetings of the Agency organisationally and substantively, and in coordination with other units and divisions, ensures a consistent flow of information between the IRENA Secretariat and the membership as a whole and implements a number of special projects.

 

Over the past years, the Governance Support Office within the IRENA Secretariat has increased its efforts in communicating and engaging actively with the growing number of IRENA Members, with a view to meeting the needs of the membership. It ensures a consistent, transparent flow of information between the Secretariat and the membership as a whole. It strives to ensure that Members, both in capitals as well as in the diplomatic community at the Agency’s Headquarters in Abu Dhabi, are kept abreast of ongoing and planned programmatic activities of the Agency, institutional developments, opportunities for involvement, and developments in the renewable energy sector.

 
Duties and responsibilities
 

Under the overall supervision of Deputy Director-General and the direct supervision of the Chief of the Governance Support Office (GSO) and in close co-operation with other staff in the Unit, the Programme Officer will be responsible for the following\:

  
  • Supporting the work associated with convening sessions and meetings of the Agency's governing bodies (the Assembly, the Council and their committees) with a view to obtaining the best results for the Agency and all its Members, while meeting agreed timelines, and the highest levels of transparency, accuracy and consistency, and ensuring a smooth conduct of the meetings, by assisting in\:
    • preparation of the provisional agendas, scripts, background notes, etc. for the meetings of IRENA's governing bodies, and in preparing relevant documents and reports on a wide range of issues (institutional, procedural, legal, financial/budgetary, programmatic, etc.);
    • preparation of a comprehensive annual meeting plan, ensuring that all relevant rules, regulations and budgetary requirements are adhered to, and that previous decisions on the arrangements for meetings and sessions are followed up on in a systematic and comprehensive manner;
    • conducting thorough research and analyses and an on-going review of critical issues and major trends relating to the evolution of the IRENA intergovernmental process and providing recommendations and innovative solutions to streamline and enhance the process;
    • contributing, together with other staff, to the coordination of administrative, organizational and logistical arrangements for the meetings of the Agency's Governing Bodies and related special events.
  •  Providing support for meetings including\:
    •  preparing, organising, and servicing meetings, including at the Council and the Assembly, as well as IRENA's participation in events including the World Future Energy Summit (WFES) in Abu Dhabi;
    • drafting of official correspondence such as invitation letters to high-level participants to the meetings and sessions of the Governing Bodies;
    • coordinating with the office of the Director-General and divisions on their input and requirements in preparing for plenary discussions of the Assembly, the Council and related meetings.
  •  Supporting the establishment and maintenance of relations, and in enhancing regular channels of communication and involvement on programmatic and institutional matters, with the Members of the Agency, the host country, and other stakeholders, including through\:
    •  stepping-up and regularizing the communication of programmatic activities / information to Members;
    • participating in the continued improvement of web-based, interactive communication tools or platforms for IRENA Members;
    • developing and implementing other participatory processes and opportunities for communication with the membership with a view to maintaining continuous interaction with Members on programmatic activities. 
    • participating in governance-related matters, including the enlargement of the Agency’s membership and expansion of IRENA’s engagement with other relevant intergovernmental institutions and in other relevant intergovernmental processes.b
  • Assisting in other GSO matters including
      •  Liaising with the office of the Director-General in preparing responses to Members' queries;
      • Preparing the Executive Overview for the sessions and meetings;
      • Conducting outreach to non-Members by following-up on previous communications and establishing new lines of communication;
      • Supporting other governance matters as they arise.

 Qualifications
 

Education\: An advanced university degree (Master’s degree or equivalent), related to International Relations, Political Science, Law, Public Administration, Communication or a related field, is required. A first-level university degree in combination with five additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience\: A minimum of five years of relevant professional experience in multilateral energy and climate processes, combined with knowledge of renewable energy policies and measures and related governance issues, is required. Proven knowledge of global energy and/or sustainability issues are an asset. Experience in servicing international meetings and conferences, and in the work of IRENA, as well as in procedures and protocol of intergovernmental organs is desirable.
Languages\: Excellent command of written and spoken English is essential. Fluency in other languages an asset. Good drafting skills are an asset.
Other\: Working knowledge of MS Office with emphasis on Word, Outlook, Excel, PowerPoint, and on the application of data base systems.
