Overview of position
UNHCR Afghanistan works with Afghan Government to better serve the vulnerable communities in Khost and Paktika. In order to provide support to local government officials responsible for responding to the refugee population, UNHCR Afghanistan is recruiting three staff members (on HR contract) who will be seconded to the Department of Returnees and Repatriation in Khost.
The Community-Based Protection Specialists report to the Community-Based Protection Team Leader. Under the supervision of the Assistant Field Officer and the overall direction of the UNHCR Field Unit Kabul, and in close coordination with DoRR and the Governor’s Office in Khost, as well as UN agencies, NGO partners and other stakeholders, the Community-Based Protection Specialist works directly with communities of concern to identify the risks they face and to leverage their capacity to protect themselves, their families and communities. The incumbents will serve as the focal points to plan, design, implement and monitor PSN activities in the field, as well as broader community initiatives.
 
Role objectives
Under the direct supervision of the Community-Based Protection Team Leader, the incumbent will undertake the following responsibilities:
 
  • Conduct regular field visits to refugee locations, consult PoCs, identify protection risks, compile inputs and share suggestions for solutions.
  • Monitor movements of the PoCs in the region, register new arrivals (if any) with DoRR, and update data for onward movements.
  • As part of the Joint Assessment Team, build the capacity of team members and ensure that all assessments are conducted in line with UNHCR AGD guidelines, highlighting the specific protection needs of women and men, children, youth and older persons, persons with disabilities and marginalized groups.
  • Conduct PSN activities in the field and engage DoRR to prepare to assume this responsibility in the future. Likewise, mainstream PSEA and GBV prevention and response in other projects/activities of DoRR. Support UNHCR’s Protection Monitoring Partner in updating referral pathways and maintaining partnerships with other actors in the region.
  • Establish female coordination structure (shura) in Gulan settlement and refugee locations. As UNHCR focal point in the field, answer queries of the PoCs, counsel and share information. Establish linkage of communities with line departments and service providers.
  • Attend coordination meetings, i.e. HAC, OCT, PRC, ANDMA to advocate for the protection needs of refugees and inclusion of refugees in plans to provide assistance. Report outcomes to UNHCR FU Kabul to ensure that UNHCR activities and interventions are aligned with coordination.
  • Through coordination with all actors working in the refugee community, help to ensure assistance delivered to PoCs takes place in a safe, transparent and dignified way.
  • Cooperate with local authorities to ensure refugees can exercise rights and access basic services, including as relates to freedom of movement, and access to education, health services and livelihoods.  Engage host communities to sustain peaceful coexistence among refugee and host communities.
  • Facilitate UNHCR missions to the field.
  • Other responsibilities as assigned.
