OBJECTIVES OF THE PROGRAMME

The objectives of WHO's WE Programme are\: to help Member States build their capacity to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to minimize the impact on the health of affected populations. WHO's Health Emergencies Programme directs all of the Organization's work in health emergency risk management, with an all-hazards approach comprising risk reduction, preparedness, readiness, response and early recovery activities, and with a particular emphasis on the identification and mitigation of infectious hazards and risks.

DESCRIPTION OF DUTIES

1. Provide management leadership and technical guidance to WHO Health Emergency Programme in the strategic development, planning, formulation and implementation of WHO's emergency preparedness and response at the national level.

2. Manage and coordinate the response operations, ensuring close coordination and smooth functioning between the operational and technical/programmatic components.

3. Initiate and maintain contacts with health partners and stakeholders from UN agencies, international, governmental and non-governmental organizations and institutions to advice for, advocate and successfully influence national strategies for health emergency response operations.

4. In collaboration with health partners, identify needs, resources and gaps, establishing deployment procedures and resource mobilization mechanisms for health.

5. Promote and foster effective collaboration with other agencies through the Health Cluster approach, with emphasis on the coordination and consolidation of Health Cluster activities.

6. Consolidate strategies to gear up WHO response capacity, including identifying needs and funding gaps.

- Advocacy and resource mobilization\:

7. Support the development of HRP and CHF, CERF, other inter-agency funding appeals, and other bilateral and multilateral resource mobilization in line with government health sector humanitarian priorities;

8. Establish a transparent and accountable mechanism for grant allocation, pool funds, and financial monitoring;

9. Ensure the timely implementation of operational response programs and provides good quality donor reports;

- Managing of staff

10. Lead and provide motivation to WHE staff and experts, and building dynamic and efficient teams to bolster WHO's emergency response operations.

11. Identify the needs for capacity building of national and international staff to ensure adequate surge capacity within the unit;

12. Define the capacity building program for unit staff. Monitoring and evaluation of implementation and performance of WHO response programs\:

13. Establish monitoring and evaluation mechanism ensuring effective and efficient execution of project activities and taking corrective actions as necessary and drawing lessons to be learnt.

14. Manage data collection and its timely availability to facilitate planning of different preparedness and response activities.

15. Develop and update technical reports and communications material on health situation and WHO activities.

16. Perform all other related duties as assigned

REQUIRED QUALIFICATIONS

Education

Essential\: Master's degree in public health or health related area
Desirable\: Degree or studies in management or public administration

Experience

Essential\:

At least 10 years' experience in emergency and humanitarian response, at international level, with emphasis on emergency management and related strategy development at leadership position, capacity building and their implementation.

Experience in developing and promoting collaborative partnerships and/or experience in developing countries
Desirable\:

Experience or sound knowledge of WHO mandate and goals in Health Action in Crises or experience in UN organizations/agencies, international institutions or NGOs.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 88,162 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2292 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
