Technical Focus\:

The GCF Readiness and Preparatory Support project GCP/AZE/012/GCR – “Strengthening country capacities for NDC implementation in the Agriculture and LULUCF Sectors and supporting the identification of potential Direct access Entities from different sectors relevant for the implementation of the Country Work Programme in Azerbaijan" aims at providing Government of Azerbaijan with the sector specific knowledge and information, as well as a detailed analysis on the feasibility of practical technology solutions to facilitate implementation of NDCs in the Agriculture and LULUCF Sectors.

In this context, under the overall supervision of the Head of FAO Partnership and Liaison Office in Azerbaijan, , direct supervision of the Assistant of FAO Representative,and the technical supervision of the Lead Technical Officer and in close cooperation with the NDA of Azerbaijan, REU GCF Advisor, and other national and international consultants, the consultant will lead the feasibility study process of the selected climate technologies to evaluate its feasibility and practical possibility in terms of widespread deployment for mitigation and adaption in agriculture/LULUCF sectors. The preparation of the feasibility study will be guided by the GCF requirements on its scope and focus. GCF’s environmental and social policies and regulations.

In light of the above, the consultant will be primarily responsible for the development of Feasibility Study report, containing a detailed technical analyses/assessment of the prioritized climate technologies for mitigation and adaption in agriculture/LULUCF sectors, including the following relevant information\: (i). Roadmap for the implementation of the prioritized technologies for compliance with Azerbaijan’s NDC; (ii). Enabling environments to remove the potential barriers and risks for the implementation of the prioritized technologies; (iii). Analysis of environmental, social and gender co-benefits resulting from the implementation of the prioritized technologies for the fulfilment of Azerbaijan’s NDCs in the Agriculture and LULUCF sectors

Tasks and responsibilities
  • Provide guidance and methodological advice to national consultant on data needed, relevant design, methodology and tools to undertake feasibility study of the prioritized technologies;
  • Based on local expert’s inputs and consultations conducted, develop a draft feasibility report for the proposed technologies for mitigation and adaption in agriculture/LULUCF sectors, outlining climate change driven problem, adaptation/mitigation options analysis and suggested solutions, barriers to suggested solutions and measures to overcome barriers; costing of suggested activities and cost-benefit analysis;
  • Facilitate necessary contributions to the Feasibility Study report by the national consultant, to ensure that technical reports are evidence-based and have all necessary references to underline potential sustainable development co-benefits resulting from the implementation of the prioritized technologies for adaptation and mitigation in agriculture/LULUCF sectors;
  • Ensure that the Study contains all necessary technical, institutional, organizational, socio-economic, financial and environmental assessments, to ensure incorporation of assessed technologies into planning processes;
  • Assume main responsibility for finalizing the overall report, containing a comprehensive analyses/assessment of the prioritized climate technology solutions for mitigation and adaption in agriculture/LULUCF sectors;
  • Contribute/participate during the stakeholder consultation workshops and training;
  • Carry out any other tasks relevant to this assignment as requested by the LTO.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced University Degree (MSc or higher) in Environmental Management, Agriculture, Climate Change Studies, Sustainable Development or other relevant field;
  • 5 years’ experience with multilateral supported climate change adaptation and/or mitigation such GEF/GCF donors is an asset;
  • Working knowledge of English.

  • Proven ability to develop feasibility studies in environmental management and related areas;
  • Excellent knowledge and regular use of Microsoft Office Suite (Word, Excel, PowerPoint) and any statistical tools
  • Knowledge of another UN language is an advantage.
