Organizational Setting

The main aim of the FAO Country Offices, which are headed by an FAO Representative, is to assist governments to develop policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

FAO is implementing the project "GCP/MAG/087/CPR – Technical Assistance under the South-South Cooperation with the People’s Republic of China in support of the implementation of the Agriculture, Livestock and Fisheries sector Program (PSAEP) and the FAO Country Programming Framework (CPF) in Madagascar”. The two-year South-South Cooperation (SSC) project, will aim at increasing agricultural production, productivity and profitability. More specifically, technical assistance is provided in three selected priority areas for Madagascar, namely, hybrid rice, livestock and agribusiness.

Reporting Lines

The National Project Coordinator (Operation) reports to the FAO Representative (FAOR) in Madagascar. She/he works in close coordination with the Deputy FAO Representative in Madagascar and in close cooperation with the FAO project staffs and implementing state agencies. He/she receives technical guidance from the FAO Headquarter.

Technical Focus

Provide support of operational activities and institutional communication related to the SSC project and take action, in consultation with the supervisors, on problems, which arise during the execution period. She/he works with the objective of assuring efficient, smooth and timely implementation of the project and the timely achievement of the project outputs as per FAO Madagascar and donor requirements.

Tasks and responsibilities
  • Organize and handle day-to-day operational activities related to the SSC project GCP/MAG/087/CPR and take action, in consultation with the supervisors, on problems which arise during the execution period;

  • Act as focal point for all project operational matters;

  • Prepare project task force meetings as required and ensure the secretariat of such meetings\:

  • Ensure the timely provision of project inputs (personnel, technical support services, sub-contracts, training, equipment and supplies) directly by the Organization or, when appropriate, through contractors, and by liaising with the Support Units;

  • Participate in the preparation of project work plans, monitor progress and, where necessary, identify corrective measures to overcome operational constraints;

  • Perform project budget management and prepare revisions as required; alert the project budget holder/delegated officer about budget expenditures and resources and timely report to PMU/DPSS at HQs in Rome; review Project transaction listings with a view to identifying errors in accounting against budget lines;

  • Ensure timely preparation and submission of 6-month progress reports and any other reports required by the Organization and the donor;

  • Ensure the complete and quality of data and documentation in the FAO corporate systems (FPMIS, etc.) for all assigned operational field projects/activities;

  • Ensure preparation of analytical reports on project performances, as required;

  • Coordinate action concerning the completion of field projects and arrange for timely and adequate reporting, including identification of project follow-up requirements;

  • Contribute to the opening of the project according to FAO’s procedures and request for technical and operational clearances;

  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
  • Advanced University degree in agriculture, economics, business administration, international development or other related field;

  • Five years of relevant experience in project management / activities;

  • Minimum five years of relevant experience in multidisciplinary approach related to the agricultural sector, rural development, and value chain;

  • Working knowledge of English, French and limited knowledge of Chinese;

  • National of Madagascar.

Technical/Functional Skills
  • Work experience in more than one location or area of work, particularly in field positions is desirable

  • Relevance and extent of experience in working with inter-governmental bodies

  • Relevance and extent of experience in technical cooperation-related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes.

  • Familiarity with the Agriculture, Livestock and Fisheries Sector Programme (PSAEP)

  • Strong analytical, conceptual and presentation skills
