Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Multi Country Office for the Caribbean (MCO) covers 22 countries and territories in the English and Dutch speaking Caribbean, which are part of the Caribbean Community (CARICOM). Strides towards gender equality in the countries covered by the MCO have resulted in gains for women and girls in the Caribbean, relating primarily to high education rates, and increases in employment rates, however critical gaps remain.

All Caribbean countries have committed to the 2030 Sustainable Development Agenda. In 2016, eighteen Dutch and English-speaking countries of the region and Overseas Territories along with six UN Country Teams (UNCTs) on which the MCO sits, namely Barbados & the Organisation of Eastern Caribbean States (OECS), Belize, Guyana, Jamaica, Suriname and Trinidad and Tobago signed onto the United Nations Multi-Country Sustainable Development Framework (UN MSDF).

The 2030 Agenda for Sustainable Development is the agreed framework for international development, and it incorporates economic and environmental sustainability, as well as the aspiration of many countries for peaceful and inclusive societies. It is an ambitious vision with 17 Sustainable Development Goals (SDGs) for the eradication of poverty, systematically tackling climate change and building peaceful, resilient, equitable and inclusive societies. While there is a more consistent call for sex disaggregation of data across many indicators, SDG Goal 5 focuses on gender equality, women’s rights and the empowerment of women and girls.

The effects of the COVID-19 pandemic could reverse the progress that has been made on gender equality and women’s rights.  It has exacerbated existing inequalities for women and girls across every sphere – from health and the economy, to security and social protection. Women play a disproportionate role in responding to the virus, including as frontline healthcare workers and carers at home. Women’s unpaid care work has increased significantly as a result of school closures and the increased needs of older people. Women are also harder hit by the economic impacts of COVID-19, as they disproportionately work in insecure labour markets, putting them at greater risk of falling into poverty. The pandemic has also led to a steep increase in violence against women and girls. With lockdown measures in place, many women are trapped at home with their abusers, struggling to access services that are suffering from cuts and restrictions. Emerging data shows that, since the outbreak of the pandemic, violence against women and girls – and particularly domestic violence – has intensified.

UN Women MCO-Caribbean stands behind women’s equal participation in all aspects of life, focusing on five strategic priority areas - expanding women’s voice, leadership and participation; ending violence against women and girls; strengthening women’s full participation in conflict resolution and peace processes; enhancing women’s economic empowerment; and making gender equality central to national development planning and budgeting. Developing knowledge products in these areas are a critical element in UN Women MCO- Caribbean’s programme.

The MCO has developed very strong knowledge products and tools over the tenure of the last strategic note, which contributed directly to the MCOs reputation as the knowledge broker on gender equality and women’s empowerment in the Caribbean. The tools and products tie the normative framework to clear actions governments and civil society can take to implement more gender equitable programming and policies. Distribution, publicity and promotion of these products and tools will be strengthened. The MCO’s 2018 -2021 programme strategy will highlight the importance of continuing to develop these tools and products and outline a clear strategy for ensuring the accessibility and promotion of these tools to key actors.

Duties and Responsibilities

The consultants are expected to complete the design of infographics, design and layout of UN women reports and policy briefs. 

Scope of Work and Deliverables:

The consultants are expected to complete the following:

  • Design and Layout of 10 reports
  • Development of 24 infographics
  • Design and Layout of 12 two-page policy briefs
  • Design and layout of 24 social media flyers
  • Other graphics design tasks as needed.

Reporting Requirements:

The consultant will work under the overall supervisor of the UN Women MCO Caribbean Representative, and direct reporting to the Communications Analyst.

Required Skills and Experience

Education:

  • A Bachelor’s degree in IT, Communications Graphic Design, Architecture, Fine Arts, Engineering or other related field;

       OR

  • An associate degree in IT, Communications Graphic Design, Architecture, Fine Arts, Engineering or other related field and 10 years’ experience in graphic design.

Experience:

  • At least 5 years’ experience in graphic design. Demonstrated strong layout skills (with extensive knowledge of visual hierarchies) is required.
  • At least 5 years’ experience developing infographics is required.
  • At least 3 years’ experience of graphic production from start to published/printed products with knowledge of printing processes (offset and digital) and colour management is required.
  • Good understanding of new and evolving technologies and digital platforms.
  • Experience working on issues related to women’s empowerment and gender equality is desirable.
  • Experience working with the UN, working in development or a humanitarian environment is desirable.
  • Experience working within the Caribbean context is an asset.

Language:

  • Fluency in oral and written English is required.

References:

  • Minimum of three client references that include the name of the contact person, title and contact information.

Remuneration:

  • The consultancy fee will be negotiated before contracting. Each payment will be based on a predefined and formal agreement between UN Women and the consultant and will be disbursed based on satisfactory completion of agreed deliverables.

Hardware, Software and Communication: 

  • The Consultant must be equipped with a laptop, which must be portable and must run at least Windows 7. The consultant must be reasonably accessible by email and telephone (preferably mobile). The use of reliable, internet-based (Skype or equivalent) is required.

Location and Duration:

The consultant will be engaged for a maximum of two hundred (200) working days within the period 04 August 2020 to 30 November 2022. The consultancy will be home-based with no travel required.

Other:

  • Interviews will be conducted with the shortlisted applicants.
  • The consultant contracted will be required to sign a statement of confidentiality and freedom from any conflict of interest with potential future contractors with respect to the TORs and work that they will be delivering.
