Organizational Setting

FAO's office for Iraq is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Iraq CPF 2018-2022.. It develops and maintains relations with the relevant Ministries at country level.


Reporting Lines

Under the overall supervision of the FAO Rep Iraq, the technical supervision of the Chief LEGN, and in close collaboration with the veterinary experts, the LTO and the national project team.

Tasks and responsibilities
  • Collect all the legislation relevant for animal health and production, including animal health and disease control, animal production and welfare, slaughterhouses and meat inspection, animal markets, animal identification and traceability and the food safety of products from animal origin in their internal trade and for import and export. Take into consideration the scope of animal health legislation paying attention to how wildlife and aquatic animals’ health is regulated. Include all legislation in an electronic folder and share it with the Legal Office and the international consultant;
  • Get familiar with the international guidance documents on animal health legislation, including the terrestrial animal health code and more specifically its chapter 3.4;
  • Analyse the legal mandate and the structure of the national veterinary services against the recommendations included in the OIE Code for Terrestrial Animals Chapters 3.1 and 3.2. Pay special attention to the concept of chain of command and if (or how) this is crystalized in national legislation;
  • Meet with the national counterparts to identify the regulatory needs and the failures of the current legal system;
  • Follow the guidance and model reports facilitated by the Legal Office, prepare a national legal report, identifying the gaps and weak areas of national veterinary legislation and providing recommendations for its revision and upgrade. Incorporate the comments of the Legal Officer and international legal consultant, the project team and the national counterparts;
  • Participate in a workshop to present and discuss the results of the national legal report and to prepare an action plan for its revision and update. Submit a report of the workshop with an action plan.
  • Translate brief texts from Arabic to English and vice versa;
  • Provide support to the project team as necessary in matters related to animal health legislation;
  • Support the drafting of the terminal report.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • University degree in Law;
  • At least 5 years of relevant experience on agriculture, veterinary legislation or a related field.
  • Working knowledge of English will be an asset
  • National of Iraq or resident in the country with a regular work permit.
