Overview of position
The United Nations Human Settlements Programme (UN-Habitat), is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable town and cities with the goal of providing adequate shelter for all. This post is located in the UN Habitat Regional Office for Asia and Pacific (ROAP) at the Mazar, Bamyan, Kandahar duty station.
UN-Habitat Afghanistan
The United Nations Human Settlements Programme, UN-Habitat, has been working within Afghanistan since 1992 with funding support of USAID, Japanese and Australian Governments, EU, DFID, CIDA, Swiss Agency for Development and Cooperation (SDC), Kingdom of the Netherlands and several bilateral donors as well as the World Bank.  During this period, its Programme expanded to include a wide range of human settlements initiatives, from small-scale neighborhood level improvement schemes to community empowerment.

About Programme:

The “Land And Property Tax Revenues for Service Delivery, Reconstruction, Citizenship Building and Sustaining Peace in Fragile States” project aims at enhanced land-based revenue in fragile states. Revenue through land and property taxation increased and contributing to investment in local service delivery and reconstruction in Afghanistan. Diagnostic assessment of UN-Habitat methodologies and Afghan policy, legal, institutional frameworks with respect to safayi and expenditure. Analyze in detail what has been done at the national and local level since the start of UN-Habitat interventions three years ago.
Reporting Relationship:
The Municipal Finance Assistant will report to the Programme Officer (Municipal Governance and Finance) and his/her duties and responsibilities will include the following.
 
Role objectives
  1. Municipal Finance Activities:
  • Support provincial municipality in strengthening municipal finance and revenue collection system and capacities
  • Support the sustainable increase in Safayi fee collection;
  • Implement practical recommendations for consolidation and enhancement of local processes, tools, systems to improve, Safayi fee collection system, tenure security and equality in benefits, including for women and youth in the provincial municipality;
  • Linking revenue to delivery of services in the nahias (districts) where it was collected through introducing elements of participatory budgeting
  • Track and monitor the progress made against baselines and indicators for the collection and use of revenues in the respective province
  • Provide data to the National Programme officers on measures taken of local benefits from collected land-based revenue, with specific focus on impact on women and youth.

b. Municipal governance activities
  • Support provincial municipality in improving municipal finance transparency and accountability;
  • Implement practical recommendations for consolidation and enhancement of local processes, tools, systems to strengthen the social contract and State legitimacy
  • Raise awareness of the importance of transparency, accountability and equity in Safayi fee collection through communication
  • Promote ownership by communities and residents including women and youth through participatory budgeting and involvement in the business process;
  • Mainstream gender equality and youth empowerment in municipal finance activities;

c. Capacity Building and Knowledge Sharing Activities:
  • Organise and present training events and learning exchanges
  • Support on-site training activities
  • Document, analyse, identify trends and lessons learnt in the course of the project
  • Continue on-the-job training and institutional capacity development of municipalities to take over safayi-fee related functions.

Results Expected
  • Social contract and State legitimacy strengthened through improved transparency and participation in collection and local expenditure of land and property taxation;
  • Municipalities have increased revenue from land and property taxation;
  • Strengthened capacity of relevant actors to promote, establish and/or implement land and property taxation programmes in the country;
