OBJECTIVES OF THE PROGRAMME
To ensure that effective WHO country presence is established to formulate, evaluate and implement WHO country cooperation strategies that are aligned with Member State's health development agendas that aims to increase access to and effectiveness of high quality health care, sound Health Financing and Human Resources strategies and better Health Governance.DESCRIPTION OF DUTIES
1. Provide technical inputs in knowledge generation and dissemination of the Policy Support Observatory (PSO) workplan, with emphasis on the Governance related projects and the preparations for the National Health forum.
2. Consolidate regular bottom-up participatory mechanisms to assess strengths and weaknesses of the health system and promote the priority setting process.
3. Provide technical insights in the development of the National Health Sector Strategy.
4. Work with government and national stakeholders on the production of strategic intelligence on the policy environment which includes stakeholders' positions and interests, their capacities for meaningful sector policy dialogue) and on a regular policy assessment for the annual reviews.
5. Contribute substantively on the recommendations for health system components, including but not limited to governance, access to medicines and health products, distribution and skills of health workforce, health financing, health management information systems and service delivery.
6. Support the development of consensus on a monitoring and evaluation framework for the Primary Health Care reforms and develop mechanisms to effectively and regularly monitor its indicators including annual reviews preparation and inter-country peer-reviews.
7. Provide technical inputs for improving quality of care through the WHO recommended strategies.
8. Coordinate production of background documents, concept papers, situation analysis, quarterly and annual implementation reports as essential components of the progress reviews.
9. Provide technical support in the consultative meetings and stakeholders' workshops.
10. Ensure timely implementation of health systems programs and plans being supported by WHO.
REQUIRED QUALIFICATIONS
Education
Essential\: University degree in health services administration, public health management or public health.Desirable\: Master's degree in Public Health or background in pharmacy.
Experience
Essential\: At least 2 years' experience in areas of health system strengthening, health management or public health.Desirable\: Previous experience with WHO or UN organizations. Good knowledge of national health system; familiarity with MOPH structure and programs is an asset. Advanced training in Health Governance
Skills

REMUNERATION
Remuneration comprises an annual base salary starting at LBP 102,079,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.ADDITIONAL INFORMATION
